An encoder includes processing circuitry, a block memory, and a frame memory. The processing circuitry defines at least one parameter for each of plural types of segment_ids, splits an image into blocks, assigns, to each of the blocks, segment_id according to a type of the block, among the plural types of segment_ids, and sequentially encodes the blocks. In encoding the blocks, the processing circuitry identifies segment_id of a current block to be encoded, and encodes the current block using the at least one parameter defined for identified segment_id. The at least one parameter includes seg_context_idx for identifying probability information associated with context used in context-based adaptive binary arithmetic coding (CABAC).

What is claimed is: 1. An encoder, comprising: processing circuitry; and a memory coupled to the processing circuitry, wherein using the memory, the processing circuitry splits an image into blocks, identifies segment information of a current block to be encoded among the blocks, and encodes the current block using a parameter regarding probability information for entropy encoding, the parameter corresponding to the segment information, the processing circuitry further includes the parameter in a picture parameter set, and the image split by the processing circuitry is a picture. 2. The encoder according to claim 1 , wherein the processing circuitry further encodes block split information indicating a split pattern of the image. 3. The encoder according to claim 1 , wherein in encoding the current block, the processing circuitry encodes the current block using the parameter which is a parameter associated with a combination of information on a split depth of the current block and the segment information identified. 4. A decoder, comprising: processing circuitry; and a memory coupled to the processing circuitry, wherein using the memory, the processing circuitry identifies segment information of a current block to be decoded among blocks included in an image, and decodes the current block using a parameter regarding probability information for entropy decoding, the parameter corresponding to the segment information, the processing circuitry further includes the parameter in a picture parameter set, and the image is a picture. 5. An encoding method, comprising: splitting an image into blocks, identifying segment information of a current block to be encoded among the blocks, and encoding the current block using a parameter regarding probability information for entropy encoding, the parameter corresponding to the segment information, wherein the parameter is included in a picture parameter set, and the image is a picture. 6. A decoding method, comprising: identifying segment information of a current block to be decoded among blocks included in an image, and decoding the current block using a parameter regarding probability information for entropy decoding, the parameter corresponding to the segment information, wherein the parameter is included in a picture parameter set, and the image is a picture.
