A system includes a client device and a server computer coupled to a network and in communication, via the network, with the client device. The server computer is configured to receive, from the client device, a queue request. The queue request includes a candidate identifier. The server computer is configured to determine a risk factor for a candidate associated with the candidate identifier, and, upon determining that the risk factor indicates a high probability of inappropriate behavior during evaluation by the candidate by comparing the risk factor to a risk threshold encode into a first array defining a first candidate queue a reference to the candidate identifier, identify, in a first administrative queue, a first administrator identifier, the first administrative queue being designated as an administration escalation queue, and establish at least one of a first video connection and a first audio data connection between the client device and a first administrator device associated with the first administrator identifier.

The invention claimed is: 1. A system, comprising: a client device including a processor configured to implement a candidate evaluation software application; and one or more server hardware computing devices communicatively coupled to a network and in communication, via the network, with the client device, and each comprising at least one processor executing specific computer-executable instructions within a memory that, when executed, cause the at least one processor to implement: a queueing service configured to: create, in the memory, a first queue including a first one-dimension element array, associate the first queue, in the memory, with a first target attribute, create, in the memory, a second queue including a second one-dimension element array, designate the second queue, in the memory, as an escalation queue, receive, from the client device, a queue request, the queue request including a candidate identifier, access historical candidate data in a memory accessible by the one or more server hardware computing devices to determine a risk factor for a candidate associated with the candidate identifier, when the risk factor falls below a threshold: determine, using the candidate identifier, a candidate target attribute, wherein the candidate target attribute includes a preferred value of at least one or more target attributes; determine that the candidate target attribute corresponds to the first target attribute, and encode into the first one-dimension element array a reference to the candidate identifier, identify, in a first administrative queue, a first administrator identifier, the first administrative queue being associated with the candidate target attribute, and establish at least one of a video and an audio data connection between the client device and a first administrator device associated with the first administrator identifier with a first allocation of computing resources, and when the risk factor exceeds the threshold: encode into the second one-dimension element array a reference to the candidate identifier, identify, in a second administrative queue, a second administrator identifier, the second administrative queue being designated as an administration escalation queue, and establish at least one of a video and an audio data connection between the client device and a second administrator device associated with the second administrator identifier with a second allocation of computing resources, the second allocation of computing resources being greater than the first allocation of computing resources. 2. The system of claim 1 , wherein the first administrator identifier is associated with an automated greeting system implemented by the one or more server hardware computing devices and configured to, using the at least one of a video and an audio data connection, automatically transmit instructions to the candidate to implement a testing environment validation process. 3. The system of claim 1 , wherein the queuing service is configured to, when the risk factor exceeds a second threshold, the second threshold being greater than the threshold: identify, in the second administrative queue, a third administrator identifier; and establish at least one of a second video and a second audio data connection between the client device and a third administrator device associated with the third administrator identifier. 4. The system of claim 1 , wherein the queueing service is configured to: when the risk factor falls below a threshold, establish the at least one of a video and an audio data connection between the client device and the first administrator device with a first bandwidth allocation; and when the risk factor exceeds the threshold, establish the at least one of a video and an audio data connection between the client device and the second administrator device with a second bandwidth allocation, the second bandwidth allocation being greater than the first bandwidth allocation. 5. The system of claim 1 , wherein the historical candidate data includes a number of evaluations retaken by the candidate and the one or more server hardware computing devices are configured to determine the risk factor based upon the number of evaluations retaken by the candidate. 6. The system of claim 1 , wherein the queuing service is configured to, after establishing the at least one of a video and an audio data connection between the client device and the first administrator device, delete the reference to the candidate identifier from the first one-dimension element array. 7. A system, comprising: a client device; and a server computer coupled to a network and in communication, via the network, with the client device, the server computer being configured to: receive, from the client device, a queue request, the queue request including a candidate identifier, determine a risk factor for a candidate associated with the candidate identifier, and upon determining that the risk factor indicates a high probability of inappropriate behavior during evaluation by the candidate by comparing the risk factor to a risk threshold: encode into a first array defining a first candidate queue a reference to the candidate identifier, identify, in a first administrative queue, a first administrator identifier, the first administrative queue being designated as an administration escalation queue, and establish at least one of a first video connection and a first audio data connection between the client device and a first administrator device associated with the first administrator identifier with a first allocation of computing resources. 8. The system of claim 7 , wherein the server computer is further configured to: upon determining that the risk factor indicates a low probability of inappropriate behavior during evaluation by the candidate by comparing the risk factor to the risk threshold: determine, using the candidate identifier, a candidate target attribute, encode into a second array defining a second candidate queue a reference to the candidate identifier, the second array being associated with the candidate target attribute, identify, in a second administrative queue, a second administrator identifier, the second administrative queue being associated with the candidate target attribute, and establish at least one of a second video connection and a second audio data connection between the client device and a second administrator device associated with the second administrator identifier. 9. The system of claim 8 , wherein the second administrator identifier is associated with an automated greeting system implemented by the server computer, the automated greeting system being configured to, using the at least one of a video and an audio data connection, transmit instructions to the candidate to implement a testing environment validation process. 10. The system of claim 8 , wherein the server computer is configured to: establish the at least one of the first video connection and the first audio data connection between the client device and the first administrator device with a first bandwidth allocation; and establish the at least one of the second video connection and the second audio data connection between the client device and the second administrator device with a second bandwidth allocation, the second bandwidth allocation being less than the first bandwidth allocation. 11. The system of claim 7 , wherein the server computer is configured to, upon determining that the risk factor indicates a high probability of inappropriate behavior during evaluation by the candidate by comparing the risk factor to a second risk threshold: identify, in the first administrative queue, a thi
