The invention claimed is: 1. A tool magazine that stores a plurality of punching tools for a machine tool for processing workpieces, the tool magazine comprising: a first magazine unit that is disposed on a linear rail; a second magazine unit; wherein the first magazine unit, disposed on the linear rail, is arranged closer to a processing station of the machine tool than is the second magazine unit, and wherein the first magazine unit comprises a plurality of storage locations for punching tools of the plurality of punching tools that are transferred from the first magazine unit to the processing station of the machine tool and/or for punching tools of the plurality of punching tools that are transferred from the processing station of the machine tool to the first magazine unit, and wherein the second magazine unit comprises a permanent tool carrier and a rotating magazine, the rotating magazine having a plurality of temporary tool carriers and a carrier structure, the permanent tool carrier and each of the plurality of temporary tool carriers having a respective plurality of carrier storage locations for punching tools of the plurality of punching tools that are transferred from the second magazine unit to the first magazine unit for subsequent transfer to the processing station and/or for punching tools of the plurality of punching tools that are transferred from the first magazine unit to the second magazine unit after being transferred from the processing station; and a tool handler; wherein the permanent tool carrier of the second magazine unit is permanently accessible to the tool handler, wherein each of the plurality of temporary tool carriers of the rotating magazine of the second magazine unit is constructed as a gondola on which the respective plurality of carrier storage locations are disposed, and the plurality of temporary tool carriers are connected to a conveying device of the rotating magazine of the second magazine unit so as to be able to pivot in a limited manner about a horizontal axis, which conveying device is a continuously rotating conveyor chain, a continuously rotating conveyor belt, or a rotating carrier plate, and which conveying device is rotating in a movement direction of the plurality of temporary tool carriers, wherein each of the plurality of temporary tool carriers of the rotating magazine can be moved, by means of the conveying device rotating in the movement direction and guided on the carrier structure of the rotating magazine, into an operating position, where, when a given one of the plurality of temporary tool carriers is disposed in the operating position, the given one of the plurality of temporary carriers is temporarily accessible to the tool handler for removing punching tools of the plurality of punching tools therefrom and/or for transferring punching tools of the plurality of punching tools thereto, where, when the given one of the plurality of temporary tool carriers is disposed in a non-operating position, the given one of the plurality of temporary tool carriers is inaccessible to the tool handler for removing punching tools of the plurality of punching tools therefrom and/or for transferring punching tools of the plurality of punching tools thereto, and wherein the tool handler is configured to interface with the first magazine unit such that the tool handler transfers punching tools of the plurality of punching tools between the first magazine unit and the permanent tool carrier of the second magazine unit, and between the first magazine unit and the given one of the temporary tool carriers of the second magazine unit when the given one of the temporary tool carriers is disposed in the operating position, and the tool handler is configured to transfer punching tools of the plurality of punching tools between the permanent tool carrier of the second magazine unit and the given one of the temporary tool carriers of the second magazine unit when the given one of the temporary tool carriers is disposed in the operating position. 2. The tool magazine according to claim 1 , wherein, in the operating position, the given one of the plurality of temporary tool carriers of the second magazine unit is arranged in a defined manner with respect to the permanent tool carrier and/or with respect to the tool handler. 3. The tool magazine according to claim 2 , further comprising an activatable and deactivatable positioner for positioning the plurality of temporary tool carriers of the second magazine unit such that the given one of the plurality of temporary tool carriers is arranged in the defined manner in the operating position with respect to the permanent tool carrier and/or with respect to the tool handler. 4. The tool magazine according to claim 3 , wherein the positioner for positioning the plurality of temporary tool carriers of the second magazine unit comprise respective positioning receiving members on the plurality of temporary tool carriers and positioning projections on the permanent tool carrier, the respective positioning receiving members on the plurality of temporary tool carriers and the positioning projections on the permanent tool carrier producing a positive-locking connection between the given one of the plurality of temporary tool carriers in the operating position and the permanent tool carrier. 5. The tool magazine according to claim 3 , wherein the positioner for positioning the plurality of temporary tool carriers of the second magazine unit comprises an activatable electromagnet, wherein the given one of the plurality of temporary tool carriers in the operating position is attracted to the permanent tool carrier by the activated electromagnet. 6. The tool magazine according to claim 1 , wherein the plurality of punching tools are distributed over the plurality of temporary tool carriers in a uniform manner. 7. The tool magazine according to claim 1 , wherein the rotating magazine of the second magazine unit is at least partially constructed as a paternoster. 8. The tool magazine according to claim 1 , wherein the conveying device of the rotating magazine of the second magazine unit is driven in a motorized manner. 9. The tool magazine according to claim 1 , wherein the workpieces comprise metal sheets. 10. A mechanical arrangement for processing workpieces, the mechanical arrangement comprising a tool magazine and a machine tool that has a processing station to and from which a plurality of punching tools can be transferred for a workpiece processing operation, the tool magazine comprising: a first magazine unit that is disposed on a linear rail; a second magazine unit; wherein the first magazine unit, disposed on the linear rail, is arranged closer to the processing station of the machine tool than is the second magazine unit, and wherein the first magazine unit comprises a plurality of storage locations for punching tools of the plurality of punching tools that are transferred from the first magazine unit to the processing station of the machine tool and/or for punching tools of the plurality of punching tools that are transferred from the processing station of the machine tool to the first magazine unit, and wherein the second magazine unit comprises a permanent tool carrier and a rotating magazine, the rotating magazine having a plurality of temporary tool carriers and a carrier structure, the permanent tool carrier and each of the plurality of temporary tool carriers having a respective plurality of carrier storage locations for punching tools of the plurality of punching tools that are transferred from the second magazine unit to the first magazine unit for subsequent transfer to the processing station and/or for punching tools of the plurality
