The invention claimed is: 1. A cutting tool comprising a cutting edge portion which contains at least one of cubic boron nitride and polycrystalline diamond, the cutting edge portion including a flank face, a negative land contiguous to the flank face, and a cutting edge formed by a ridgeline between the flank face and the negative land, at least one of the negative land and the flank face being provided with a plurality of recesses and a projection formed by arranging the edges of adjacent recesses in contact with each other. 2. The cutting tool according to claim 1 , wherein the plurality of recesses and the projection are provided only on the negative land. 3. The cutting tool according to claim 2 , wherein a recess of the plurality of recesses which is provided closest to the cutting edge is separated by a distance from the cutting edge. 4. The cutting tool according to claim 1 , wherein the plurality of recesses and the projection are provided only on the flank face. 5. The cutting tool according to claim 1 , wherein the plurality of recesses are provided on both the negative land and the flank face. 6. The cutting tool according to claim 1 , wherein the depth of each recess is 0.05 μm or more and 20 μm or less. 7. The cutting tool according to claim 1 , wherein the arithmetic average roughness of the surface of each recess is 0.05 μm or more and 1.5 μm or less. 8. The cutting tool according to claim 1 , wherein the distance between a recess of the plurality of recesses which is provided closest to the cutting edge and the cutting edge is 5 μm or less. 9. The cutting tool according to claim 1 , wherein the plurality of recesses are arranged along the first direction orthogonal to the cutting edge and along the second direction parallel to the cutting edge, and the adjacent recesses are contiguous to each other.
