A method that incorporates the subject disclosure may include, for example, transmitting movement information for the mobile communication device to a cellular network, receiving a request from a first communication device of a plurality of communication devices to access the cellular network through the mobile communication device, where the plurality of communication devices are coupled to the plurality of communication devices via a wireless local area network and wherein the mobile communication device is coupled to the cellular network, and providing access to the cellular network for the first communication device responsive to the cellular network determining that the mobile communication device has a required network capability based on the movement information and according to the request. What is claimed is: 1. A device comprising: a processing system including a processor; and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, comprising: obtaining first information regarding a mobile communication device connected to a wireless local area network, the first information including information regarding movement of the mobile communication device; obtaining an estimated length of time during which the mobile communication device is predicted to be connected to the wireless local area network; determining, based on the first information and the estimated length of time, whether the mobile communication device has a required network capability to serve as an anchored device to provide a plurality of communication devices with access to a cellular network via the wireless local area network; and responsive to determining that the mobile communication device has the required network capability, designating the mobile communication device as the anchored device. 2. The device of claim 1 , wherein the first information comprises location information, battery charge information, information regarding an application executing on the mobile communication device, information regarding an application history of the mobile communication device, or a combination thereof. 3. The device of claim 1 , wherein the operations further comprise receiving second information regarding the plurality of communication devices. 4. The device of claim 3 , wherein the second information comprises a quality of service for each of the plurality of communication devices. 5. The device of claim 3 , wherein the second information comprises signal strength information for each of the plurality of communication devices. 6. The device of claim 1 , wherein designating the mobile communication device as the anchored device comprises selecting the mobile communication device from a set of the plurality of communication devices having the required network capability. 7. The device of claim 6 , wherein the mobile communication device is selected based on a best fit to network capability requirements. 8. The device of claim 1 , wherein the required network capability comprises a minimum requirement for connectivity to the cellular network and to the wireless local area network. 9. The device of claim 1 , wherein the mobile communication device functions as the anchored device by routing to the cellular network a request from a first communication device of the plurality of communication devices. 10. A method comprising: receiving, by a processing system including a processor, first information regarding a mobile communication device connected to a wireless local area network, the first information including information regarding movement of the mobile communication device; receiving, by the processing system, an estimated length of time during which the mobile communication device is predicted to be connected to the wireless local area network; determining, by the processing system based on the first information and the estimated length of time, whether the mobile communication device has a required network capability to serve as an anchored device to provide a plurality of communication devices with access to a cellular network via the wireless local area network, wherein the required network capability comprises a minimum requirement for connectivity to the cellular network and to the wireless local area network; and designating, by the processing system responsive to determining that the mobile communication device has the required network capability, the mobile communication device as the anchored device. 11. The method of claim 10 , wherein the first information comprises location information, battery charge information, information regarding an application executing on the mobile communication device, information regarding an application history of the mobile communication device, or a combination thereof. 12. The method of claim 10 , further comprising receiving, by the processing system, second information regarding the plurality of communication devices. 13. The method of claim 12 , wherein the second information comprises signal strength information for each of the plurality of communication devices. 14. The method of claim 10 , wherein designating the mobile communication device as the anchored device comprises selecting the mobile communication device from a set of the plurality of communication devices having the required network capability. 15. The method of claim 10 , wherein the mobile communication device functions as the anchored device by routing to the cellular network a request from a first communication device of the plurality of communication devices to access the cellular network. 16. A non-transitory machine-readable medium comprising executable instructions that, when executed by a processing system including a processor, facilitate performance of operations comprising: receiving first information regarding a mobile communication device connected to a wireless local area network, the first information including information regarding movement of the mobile communication device; receiving an estimated length of time during which the mobile communication device is predicted to be connected to the wireless local area network; determining, based on the first information and the estimated length of time, whether the mobile communication device has a required network capability to serve as an anchored device to provide a plurality of communication devices with access to a cellular network; and responsive to determining that the mobile communication device has the required network capability, designating the mobile communication device as the anchored device, wherein the mobile communication device, responsive to receiving a request from a first communication device of the plurality of communication devices to access the cellular network, provides access to the cellular network for the first communication device. 17. The non-transitory machine-readable medium of claim 16 , wherein the mobile communication device functions as the anchored device by routing the request from the first communication device to the cellular network, thereby providing access to the cellular network via the wireless local area network. 18. The non-transitory machine-readable medium of claim 16 , wherein the first information comprises location information, battery charge information, information regarding an application executing on the mobile communication device, information regarding an application history of the mobile communication device, or a combination thereof. 19. The non-transitory machine-readable medium of claim 16 , wherein the operations further comprise receiving second information regarding the plurality of communication devices. 20. The non-transitory machine-readable medium of claim 19 , wherein the second information comprises signal strength information for each of the plurality of communication devices.
