Disclosed are Bisphenol A (BPA), Bisphenol F, Bisphenol A diglycidyl ether (BADGE), and Bisphenol F diglycidyl ether (BFDGE)-free coating compositions for metal substrates including an under-coat composition containing a polyester (co)polymer, and an under-coat cross-linker; and an over-coat composition containing a poly(vinyl chloride) (co)polymer dispersed in a substantially nonaqueous carrier liquid, an over-coat cross-linker, and a functional (meth)acrylic (co)polymer. Also provided is a method of coating a metal substrate using the BPA, BPF, BADGE and BFDGE-free coating system to produce a hardened protective coating useful in fabricating metal storage containers. The coated substrate is particularly useful in fabricating multi-part foodstuffs storage containers with “easy-open” end closures.

What is claimed is: 1. A hardenable packaging coating composition that is completely free of BPA, BPF, BADGE, and BFDGE, the composition comprising: an under-coat composition comprising: a polyester (co)polymer present in the under-coat composition in an amount of from about 20 to about 99 percent, by weight on a non-volatile solids basis; and an under-coat cross-linker; and an over-coat composition comprising: a substantially nonaqueous carrier liquid; a poly(vinyl chloride) (co)polymer dispersed in the substantially nonaqueous carrier liquid; an additional (co)polymer component; and an over-coat cross-linker. 2. The hardenable packaging coating composition of claim 1 , wherein the additional (co)polymer component comprises a solution vinyl (PVC) (co)polymer, a solution poly(vinyl)butyral (co)polymer, a dispersed or solution meth(acrylic) copolymer, a solution polyester (co)polymer, or a mixture thereof. 3. The hardenable packaging coating composition of claim 1 , wherein the over-coat composition comprises from about 40 to about 90 percent by weight, on a non-volatile solids basis, of the poly(vinyl chloride) (co)polymer. 4. The hardenable packaging coating composition of claim 1 , wherein the under-coat cross-linker comprises a resole phenolic cross-linker. 5. The hardenable packaging coating composition of claim 1 , wherein the polyester (co)polymer comprises Dynapol L 952™ polyester (co)polymer. 6. The hardenable packaging coating composition of claim 1 , wherein the composition includes a lubricant. 7. The hardenable packaging coating composition of claim 1 , wherein the coating composition is an interior easy open can end closure coating composition. 8. An easy open end metal food closure having an interior coating formed form the coating composition of claim 1 . 9. The hardenable packaging coating composition of claim 1 , wherein the additional (co)polymer component comprises a solution polyester (co)polymer. 10. The hardenable packaging coating composition of claim 9 , wherein the polyester (co)polymer has a glass transition temperature (Tg) of at least 50° C. 11. The hardenable packaging coating composition of claim 9 , wherein the polyester (co)polymer of the under-coat composition comprises Dynapol L 952™ polyester (co)polymer. 12. The hardenable packaging coating composition of claim 9 , wherein the over-coat composition includes a lubricant that comprises a long-chain aliphatic wax, a carnuba wax, a synthetic wax dispersion, a poly(tetrafluoroethylene) wax, or a mixture, blend or dispersion thereof. 13. The hardenable packaging coating composition of claim 1 , wherein the under-coat composition, on a non-volatile basis, includes from about 5 to about 30 percent by weight of under-coat cross-linker. 14. The hardenable packaging coating composition of claim 13 , wherein the under-coat cross-linker comprises a phenolic cross-linker. 15. The hardenable packaging coating composition of claim 1 , wherein the polyester (co)polymer has a glass transition temperature (Tg) of at least 60° C. 16. The hardenable packaging coating composition of claim 15 , wherein the under-coat composition includes about 60 to about 90 percent, by weight on a non-volatile solids basis, of the polyester (co)polymer. 17. A hardenable packaging coating composition that is completely free of BPA, BPF, BADGE, and BFDGE, the composition comprising: an under-coat composition comprising: a polyester (co)polymer having a glass transition temperature of at least 60° C. that is present in the under-coat composition in an amount of from about 20 to about 99 percent, by weight on a non-volatile solids basis; and a phenolic cross-linker; and an over-coat composition comprising: a substantially nonaqueous carrier liquid; poly(vinyl chloride) (co)polymer particles dispersed in the substantially nonaqueous carrier liquid; a solution polyester (co)polymer; and an over-coat cross-linker. 18. The hardenable packaging coating composition of claim 17 , wherein the coating composition is an interior easy open can end closure coating composition. 19. An easy open end metal food closure having an interior coating formed from the coating composition of claim 17 . 20. The coating composition of claim 17 , wherein the under-coat composition includes a substantially nonaqueous carrier liquid. 21. The hardenable packaging coating composition of claim 20 , wherein the polyester (co)polymer of the under-coat composition comprises Dynapol L 952™ polyester (co)polymer.
