A device for measuring the membrane fouling index which can measure the modified fouling index (MFI) and the silt density index (SDI) at the same time and quantify the degree of membrane fouling caused by various kinds of membrane fouling materials, such as particulate materials, colloids, organic matters, and so on, in a short period of time.

What is claimed is: 1. A method of operating a device for measuring membrane fouling index (MFI), the device comprising a raw water supplying unit; a first filtration membrane exhibiting first filtration characteristics for passing first permeated water; a raw water supply line which connects the raw water supplying unit with the first filtration membrane; a level sensor; a flow rate measuring unit; an MFI measurement line connecting the flow rate measuring unit with the level sensor; a buffer tank connected to the level sensor via the MFI measurement line; a valve communicating with the MFI measurement line at a point between the level sensor and the buffer tank; a second filtration membrane exhibiting second filtration characteristics different from the first filtration characteristics, which is mounted between the flow rate measuring unit and the buffer tank on the MFI measurement line; and a pressure controller which is mounted at an inlet of the second filtration membrane, wherein the flow rate measuring unit is connected to a computer processor for executing an operation process of the device, the method comprising: supplying raw water to be measured from the raw water supplying unit, through the raw water supply line to the first filtration membrane; measuring a silt density index (SDI) from the first permeated water by storing the first permeated water in the level sensor, discharging the first permeated water, and enabling the first permeated water discharged by the level sensor to reach the flow rate measuring unit through the MFI measurement line; storing the first permeated water discharged from the level sensor in the buffer tank; controlling the valve to cause the first permeated water stored in the level sensor to pass through the valve and to flow into the buffer tank; measuring the MFI by measuring a change over time in a flow rate of the first permeated water flowing from the buffer tank through the MFI measurement line to the flow rate measuring unit; and controlling the pressure controller to control pressure of the first permeated water that flows into the second filtration membrane so that water which previously penetrated the first filtration membrane at a time of SDI measurement is used for measuring the MFI of the second filtration membrane before the SDI measurement is complete. 2. The method according to claim 1 , further comprising: opening and closing the valve according to the time of SDI measurement. 3. The method according to claim 1 , further comprising: obtaining an MFI measurement using the MFI measuring; and obtaining an SDI measurement using the SDI measuring, wherein the obtaining the MFI measurement occurs concurrently with the obtaining the SDI measurement. 4. The method according to claim 1 , wherein the second filtration membrane has a pore size that is smaller than 0.45 μm, and the first filtration membrane has a pore size that is not smaller than 0.45 μm. 5. The method according to claim 1 , wherein the MFI measurement line has an overall length that extends between first and second termini of the MFI measurement line, wherein the first permeated water discharged by the level sensor flows through the overall length of the MFI measurement line from the first terminus at the level sensor to the second terminus at the flow rate measuring unit, and wherein the first permeated water flowing from the first terminus to the second terminus flows through a series arrangement of the valve, the buffer tank, the pressure controller, and the second filtration membrane. 6. The method according to claim 1 , wherein the MFI measurement line includes a series arrangement of first through tenth ends of the MFI measurement line, wherein the first end terminates at an outlet of the level sensor, the second end terminates at an inlet of the valve, the third end terminates at an outlet of the valve, the fourth end terminates at an inlet of the buffer tank, the fifth end terminates at an outlet of the buffer tank, the sixth end terminates at an inlet of the pressure controller, the seventh end terminates at an outlet of the pressure controller, the eighth end terminates at the inlet of the second filtration membrane, the ninth end terminates at an outlet of the second filtration membrane, and the tenth end terminates at an inlet of the flow rate measuring unit, and wherein the first permeated water discharged by the level sensor flows from the level sensor to the flow rate measuring unit by flowing through each of the first through tenth ends according to the series arrangement. 7. The method according to claim 1 , wherein the buffer tank has a drain port that is not part of the MFI measurement line, and the buffer tank further includes only one outlet through which the first permeated water exits the buffer tank during operation of the device for measuring MFI, the one outlet of the buffer tank carrying the first permeated water exiting the buffer tank to the second filtration membrane, and wherein the inlet of the second filtration membrane is the only inlet of the second filtration membrane, and the inlet of the second filtration membrane receives via the MFI measurement line all of the first permeated water exiting the buffer tank during operation of the device for measuring MFI.
