An air conditioning device for a vehicle has a compressor, an evaporator, a driving condition detector, a temperature detector, and a controller. The driving condition detector detects a driving condition of the vehicle. The evaporator has a cold storage portion storing the heat from the refrigerant and having phase-change energy in at least two different temperature ranges. The controller (i) maintains the compressor being stopped while a temperature detected by the temperature detector is lower than or equal to the first temperature when the vehicle is in a coasting operation and (ii) maintains the compressor being stopped while the temperature is lower than or equal to the second temperature when the vehicle is stopped. The coasting operation is a driving condition in which a vehicle speed is lower than or equal to a specified speed and an acceleration device of the vehicle is not operated.

What is claimed is: 1. An air conditioning device for a vehicle, comprising: a compressor that is operated by a power generator of the vehicle, compresses a refrigerant and discharges the refrigerant, and circulates the refrigerant in a refrigeration cycle; an evaporator that is located on a low pressure side in the refrigeration cycle and cools air for air conditioning by using the refrigerant flowing in the evaporator; a driving condition detector that detects a driving condition of the vehicle; a temperature detector that detects a temperature of the air cooled by the evaporator; and a controller that controls a discharge capacity of the compressor, wherein the evaporator has a cold storage portion that is cooled by the refrigerant by exchanging heat with the refrigerant, the cold storage portion has phase-change energy in at least two different temperature ranges, one of the two different temperature ranges is a low temperature range from a third temperature to a first temperature, an other one of the two different temperature ranges is a high temperature range from the first temperature to a second temperature, the first temperature is higher than the third temperature and lower than the second temperature, the phase-change energy of the cold storage portion per unit volume or unit weight is greater in the high temperature range than in the low temperature range, the controller maintains the compressor being stopped while the temperature detected by the temperature detector is lower than or equal to the first temperature when the driving condition detector detects that the vehicle is in a coasting operation, the coasting operation being one driving condition in which a vehicle speed is lower than or equal to a specified speed and an acceleration device of the vehicle is not operated and maintains the compressor being stopped while the temperature detected by the temperature detector is lower than or equal to the second temperature when the driving condition detector detects that the vehicle is stopped. 2. The air conditioning device for a vehicle according to claim 1 , wherein the controller controls the compressor to decrease the temperature detected by the temperature detector to be lower than or equal to the third temperature when the driving condition detector detects that the vehicle is moving in another driving condition other than the coasting operation. 3. The air conditioning device for a vehicle according to claim 1 , wherein the second temperature is higher than 10° C. and lower than 20° C. when the first temperature is higher than or equal to 0° C. and lower than or equal to 10° C., and the second temperature is higher than 15° C. and lower than 20° C. when the first temperature is higher than or equal to 10° C. and lower than or equal to 15° C. 4. The air conditioning device for a vehicle according to claim 1 , wherein the cold storage portion contains paraffin as a base and is made from a paraffin mixture including at least two kinds of paraffin. 5. The air conditioning device for a vehicle according to claim 1 , wherein the cold storage portion is made from a paraffin mixture including fifteen-carbon paraffin and sixteen-carbon paraffin, a concentration of the fifteen-carbon paraffin in the paraffin mixture is more than 20 mass percent and less than 50 mass percent, and a concentration of the sixteen-carbon paraffin in the paraffin mixture is more than 50 mass percent and less than 80 mass percent. 6. The air conditioning device for a vehicle according to claim 1 , wherein the evaporator has more than one of the cold storage portion, at least one of the cold storage portions has the phase-change energy in the low temperature range, and at least another one of the cold storage portions has the phase-change energy in the high temperature range. 7. An air conditioning device for a vehicle, comprising: a compressor that is operated by a power generator of the vehicle, compresses a refrigerant and discharges the refrigerant, and circulates the refrigerant in a refrigeration cycle; an evaporator that is located on a low pressure side in the refrigeration cycle and cools air for air conditioning by using the refrigerant flowing in the evaporator; a driving condition detector that detects a driving condition of the vehicle; a controller that controls a discharge capacity of the compressor; a cold storage portion that is provided in the evaporator, the cold storage portion being heated by the refrigerant by exchanging heat with the refrigerant; a temperature detector that detects a temperature of the cold storage portion directly or indirectly, wherein the cold storage portion has latent heat in a plurality of temperature ranges including at least two different temperature ranges, one of the two different temperature ranges is a low temperature range from a third temperature to a first temperature, an other one of the two different temperature ranges is a high temperature range, which is higher than the low temperature range, from the first temperature to a second temperature, the first temperature, the second temperature, and the third temperature are predetermined temperatures, the second temperature being higher than the first temperature, the third temperature being lower than the first temperature, the latent heat of the cold storage portion per unit volume or unit weight is greater in the high temperature range than in the low temperature range, the controller maintains the compressor being stopped while the temperature detected by the temperature detector is lower than or equal to the first temperature when the driving condition detector detects that the vehicle is in a coasting operation, the coasting operation being a driving condition in which the vehicle is moving at a speed lower than or equal to a specified speed and an acceleration device of the vehicle is not operated and maintains the compressor being stopped while the temperature detected by the temperature detector is lower than or equal to the second temperature when the driving condition detector detects that the vehicle is stopped. 8. The air conditioning device for a vehicle according to claim 7 , wherein the controller controls the compressor to decrease the temperature detected by the temperature detector to be lower than or equal to the third temperature when the driving condition detector detects that the vehicle is moving in another driving condition other than the coasting operation. 9. The air conditioning device for a vehicle according to claim 7 , wherein the second temperature is higher than 10° C. and lower than 20° C. when the first temperature is higher than or equal to 0° C. and lower than or equal to 10° C., and the second temperature is higher than 15° C. and lower than 20° C. when the first temperature is higher than or equal to 10° C. and lower than or equal to 15° C. 10. The air conditioning device for a vehicle according to claim 7 , wherein the cold storage portion contains paraffin as a base and is made from a paraffin mixture including at least two kinds of paraffin. 11. The air conditioning device for a vehicle according to claim 7 , wherein the cold storage portion is made from a paraffin mixture including fifteen-carbon paraffin and sixteen-carbon paraffin, a concentration of the fifteen-carbon paraffin in the paraffin mixture is more than 20 mass percent and less than 50 mass percent, and a concentration of the sixteen-carbon paraffin in the paraffin mixture is more than 50 mass percent and less than 80 mass percent. 12.
