The secondary battery comprises: a battery element 20 having a positive electrode 30 wherein positive active material 31 are applied on both surfaces of a positive current collector 32 , a negative electrode 40 wherein negative active material 41 are applied on both surfaces of a negative current collector 42 , and a separator; a packaging film 10 , made of a film that includes a heat-seal resin layer 13 , for accommodating the battery element; wherein a melting point or a decomposition temperature of the separator is higher than a melting point of the heat-seal resin layer by 50° C. or more; and wherein, at least a part of the active material layer 31, 41 of the positive electrode or the negative electrode and the heat-seal resin layer are heat-sealed to each other at at least one surface of the upper surface and the lower surface of the battery element.

The invention claimed is: 1. A secondary battery, comprising: a battery element having a positive electrode wherein positive active material are applied on both surfaces of a positive current collector, a negative electrode wherein negative active materials are applied on both surfaces of a negative current collector, and a separator; a packaging film, made of a film that includes a heat-seal resin layer, for accommodating the battery element; wherein a melting point or a decomposition temperature of the separator is higher than a melting point of the heat-seal resin layer by 50° C. or more; and wherein, at least a part of the active material layer of the positive electrode or the negative electrode and the heat-seal resin layer are heat-sealed to each other at least one surface of the upper surface and the lower surface of the battery element. 2. The secondary battery according to claim 1 , wherein the active material layers are heat-sealed to the heat-seal resin layers on the both surfaces of the battery element. 3. The secondary battery according to claim 1 , the heat-seal resin layer includes at least one of polypropylene or polyethylene. 4. The secondary battery according to claim 1 , the separator is at least one selected from aramid, polyimide, polyester and cellulose. 5. The secondary battery according to claim 1 , the separator includes a resin, the resin having a melting point increased by crosslinking polyethylene or polyproprene by means of an electron beam irradiation or adding a crosslinking agent. 6. The secondary battery according to claim 1 , the separator is a woven fabric, a non-woven fabric or a fine porous membrane. 7. The secondary battery according to claim 1 , wherein a sealed region between either of the positive active material layer or the negative active material layer and the heat-seal resin layer is a frame shape. 8. The secondary battery according to claim 1 , wherein a sealed region between either of the positive active material layer or the negative active material layer and the heat-seal resin layer is a plate shape. 9. The secondary battery according to claim 1 , wherein the secondary battery is a lithium ion secondary battery, a nickel hydrogen battery, a lithium ion capacitor, a nickel cadmium battery, a lithium metal primary battery, a lithium metal secondary battery or a lithium polymer battery. 10. An electric vehicle, comprising a battery source including a plurality of the secondary batteries according to claim 1 . 11. A storage system, comprising a battery source including a plurality of the secondary batteries according to claim 1 . 12. A manufacturing method of a secondary battery, comprising steps of: preparing a battery element having a positive electrode wherein positive active material are applied on both surfaces of a positive current collector, a negative electrode wherein negative active materials are applied on both surfaces of a negative current collector, and a separator; preparing a packaging film that includes a heat-seal resin layer having a melting point which is lower than a melting point or a decomposition temperature of the separator by 50° C. or more; carrying out a heat-sealing on a peripheral portion of the facing heat-seal resin layers to thereby form a heat-sealed portion after surrounding the battery element with the heat-seal resin layers, and closing the inner space to seal the battery element in a battery element accommodating portion; and heat-sealing at least a part of the active material layer of the positive electrode or the negative electrode at least one surface of the upper surface and the lower surface of the battery element to the heat-seal resin layer. 13. The manufacturing method of a secondary battery according to claim 12 , wherein the heat-sealing is carried out by heating at 180° C. with a presser member. 14. The secondary battery according to claim 1 , wherein a sealed region between either of the positive active material layer or the negative active material layer and the heat-seal resin layer includes a plurality of spot shapes. 15. The secondary battery according to claim 1 , wherein the positive electrodes and negative electrodes are stacked in a state in which the separator is interposed between the positive electrode and the negative electrode. 16. The secondary battery according to claim 1 , wherein the heat-seal resin layer of the packaging film comprises a protruding portion that is in contact with at least a part of the side surface of the positive electrode or negative electrode.
