Aspects describe renegotiation of quality of service parameters to resolve maximum bit rate mismatches and/or other quality of service parameter mismatching issues that might arise during an inter-radio access technology handover. At about the same time as a mobile device moves from a source network to a target network, the target network dynamically initiates a quality of service modification procedure. The quality of service modification procedure can help resolve the maximum bit rate mismatches and/or the other quality of service parameter mismatching issues.

What is claimed is: 1. A system, comprising: a processor; and a memory that stores executable instructions that, when executed by the processor, facilitate performance of operations, comprising: accessing information that indicates that a device having a first data rate is to register in order to communicatively couple to a target base station device of a target network; initiating an upward quality of service negotiation from first quality of service parameter information to second quality of service parameter information, wherein the first quality of service parameter information comprises a first allocation retention priority value employed to resolve a conflict in demand for network resources by indicating a first priority of an allocation and retention of services, wherein the second quality of service parameter information comprises a second allocation retention priority value employed to resolve the conflict in the demand for network resources by indicating a second priority of the allocation and retention of services, wherein the initiating is: based on a first determination that the second quality of service parameter information is misaligned from the first quality of service parameter information, wherein misalignment is determined based on a second determination that the target base station device is configured to provide a higher level of quality of service than a first quality of service supported by a source base station device; and based on an existence of a difference between the first allocation retention priority value and the second allocation retention priority value; and generating a connection with the target base station device based on a third data rate, wherein the generating is responsive to determining that the first data rate is higher than a second data rate and is further responsive to determining that the third data rate is higher than the second data rate. 2. The system of claim 1 , wherein the second data rate comprises a first maximum bit rate. 3. The system of claim 1 , wherein the device is a mobile device. 4. The system of claim 3 , wherein the device is a first device, and wherein the operations further comprise communicating, to the mobile device, a maximum bit rate and an assigned value for conflict resolution between the mobile device and a second device. 5. The system of claim 4 , wherein the conflict resolution is associated with the mobile device and the second device requesting a same resource of the target base station device. 6. The system of claim 1 , wherein the operations further comprise assigning, to a mobile device, a highest available data rate selected from a group of rates comprising the first data rate, the second data rate, and the third data rate. 7. The system of claim 1 , wherein the operations further comprise: receiving information related to an identity of a mobile device, a first location of the mobile device, and a second location of the mobile device. 8. The system of claim 7 , wherein the operations further comprise: determining the third data rate based on a compatibility of a mobile device at the first location and the second location. 9. The system of claim 8 , wherein the compatibility is determined as a function of an identity of a mobile device and the first data rate. 10. The system of claim 1 , wherein the operations further comprise initiating transmission of rate information representative of the third data rate to a mobile device. 11. The system of claim 1 , wherein the target base station device is configured to provide a higher level of quality of service than a second quality of service via the third data rate being greater than the second data rate. 12. A non-transitory machine-readable storage medium, comprising executable instructions that, when executed by a processor, facilitate performance of operations, comprising: determining information that indicates that a device having a first data rate is associated with a target base station device of a target network; initiating a quality of service negotiation from first quality of service parameter information to second quality of service parameter information, wherein the first quality of service parameter information comprises a first allocation retention priority value, and wherein the second quality of service parameter information comprises a second allocation retention priority value, wherein the initiating is: based on a first determination that the second quality of service parameter information is mismatched with the first quality of service parameter information, wherein the mismatch is determined based on a second determination that the target base station device is configured to provide a higher level of quality of service than a first quality of service supported by a source base station device; and based on an existence of a difference between the first allocation retention priority value and the second allocation retention priority value; and generating a connection with the target base station device based on a third data rate, wherein the generating is responsive to determining that the first data rate is higher than a second data rate and is further responsive to determining that the third data rate is higher than the second data rate. 13. The non-transitory machine-readable storage medium of claim 12 , wherein the second data rate comprises a first maximum bit rate, and wherein the device is a mobile device. 14. The non-transitory machine-readable storage medium of claim 13 , wherein the operations further comprise communicating, to the mobile device, a maximum bit rate and an assigned value for conflict resolution between the mobile device and a second device. 15. The non-transitory machine-readable storage medium of claim 14 , wherein the conflict resolution is associated with the mobile device and the second device requesting a same resource of the target base station device. 16. The non-transitory machine-readable storage medium of claim 12 , wherein the operations further comprise: receiving information related to an identity of a mobile device, a first location of the mobile device, and a second location of the mobile device; and determining the third data rate based on a compatibility of the mobile device at the first location and the second location. 17. A method, comprising: accessing, by a first device comprising a processor, information that indicates that a second device associated with a first data rate is to register in order to communicatively couple to a target base station device of a target network; initiating, by the first device, an upward quality of service negotiation from first quality of service parameter information to second quality of service parameter information, wherein the first quality of service parameter information comprises a first allocation retention priority value employed to resolve a conflict in demand for network resources by indicating a first priority of an allocation, wherein the second quality of service parameter information comprises a second allocation retention priority value employed to resolve the conflict in the demand for network resources by indicating a second priority of the allocation, wherein the initiating is: based on a first determination that the second quality of service parameter information is greater than the first quality of service parameter information based on a second determination that the target base station device is configured to provide a higher level of quality of service than a first quality of service supported by a source base station
