A computer-based method for communicating liability acceptance for payment card transactions is provided. The method uses a computer device including a processor and a memory. The method includes receiving, by the processor, a transaction authorization request message for a payment card transaction having a default-liable party. The transaction authorization request message includes a shifted-liability acceptance indicator identifying a different party to the transaction that accepts liability for the payment card transaction. The method also includes authorizing the payment card transaction based at least in part on the shifted-liability acceptance indicator. The shifted-liability acceptance indicator changes the liability for the payment card transaction from the default-liable party to the different party accepting liability.

What is claimed is: 1. A computer-based method for communicating liability acceptance for payment card transactions involving a default-liable party, the method using a computer device including a processor and a memory, said method comprising: receiving, by the processor, from a point-of-sale (POS) computing device, a first authorization request message associated with a payment card transaction initiated by a cardholder; receiving, by the processor, from an issuer computing device, a first authorization response message associated with the payment card transaction, the first authorization response message declining the payment card transaction based on the default-liable party, the payment card transaction being covered by default liability rules; communicating, by the processor, the declining of the payment card transaction based on the default-liable party to the POS computing device; receiving, by the processor, from the POS computing device, a second authorization request message associated with the payment card transaction including a shifted-liability acceptance indicator data field populated with a party identifier, wherein the party identifier identifies a liability-assuming party that assumes liability for the payment card transaction and overrides the default liability rules; analyzing, by the processor, the second authorization request message including identifying the shifted-liability acceptance indicator data field; identifying, by the processor, the shifted-liability acceptance indicator data field within the second authorization request message; retrieving, by the processor, the party identifier from the shifted-liability acceptance indicator data field; updating, by the processor, a stored liability record by storing the party identifier, wherein the party identifier indicates an intent by the liability-assuming party to assume liability for the payment card transaction overriding the default liability rules; transmitting, by the processor to the issuer computing device for approval by the issuer, the second authorization request message including the shifted-liability acceptance indicator data field, wherein the shifted-liability acceptance indicator data field acknowledges the overriding of the default liability rules; and authorizing, by the processor after approval by the issuer, the payment card transaction based at least in part on the shifted-liability acceptance indicator data field. 2. The method of claim 1 , further comprising: rejecting the first authorization request message based on a rejection condition; and providing the rejection condition in an initial response message prior to receiving the second authorization request message for the payment card transaction. 3. The method of claim 2 , wherein the shifted-liability acceptance indicator data field further includes the rejection condition, wherein authorizing the payment card transaction is further based at least in part on the rejection condition. 4. The method of claim 1 further comprising transmitting the shifted-liability acceptance indicator data field to an issuing bank of the payment card transaction, wherein the issuing bank authorizes the payment card transaction based at least in part on the shifted-liability acceptance indicator data field. 5. The method of claim 1 , wherein the POS computing device is associated with a merchant, wherein the merchant indicates acceptance of liability through the POS computing device. 6. The method of claim 1 , wherein the shifted-liability acceptance indicator data field identifies the liability-assuming party for the payment card transaction including one of a merchant, acquirer, cardholder, the issuer, and payment network. 7. The method of claim 1 further comprising storing, in the memory, a record of liability assumption for the payment card transaction. 8. The method of claim 1 , wherein the default-liable party is determined based on a set of default liability rules, and wherein the liability-assuming party is different from the default-liable party. 9. A computing device for processing payment card transactions involving a default-liable party, said computing device comprising a processor communicatively coupled to a memory, said computing device programmed to: receive, from a point-of-sale (POS) computing device, a first authorization request message associated with a payment card transaction initiated by a cardholder; receive, from an issuer computing device, a first authorization response message associated with the payment card transaction, the first authorization response message declining the payment card transaction based on the default-liable party, the payment card transaction being covered by default liability rules; communicate the declining of the payment card transaction based on the default-liable party to the POS computing device; receive, from the POS computing device, a second authorization request message associated with the payment card transaction including a shifted-liability acceptance indicator data field populated with a party identifier, wherein the party identifier identifies a liability-assuming party that assumes liability for the payment card transaction and overrides the default liability rules; analyze the second authorization request message including identifying the shifted-liability acceptance indicator data field; identify the shifted-liability acceptance indicator data field within the second authorization request message; retrieve the party identifier from the shifted-liability acceptance indicator data field; update a stored liability record by storing the party identifier, wherein the party identifier indicates an intent by the liability-assuming party to assume liability for the payment card transaction overriding the default liability rules; transmit, to the issuer computing device for approval by the issuer, the second authorization request message including the shifted-liability acceptance indicator data field, wherein the shifted-liability acceptance indicator data field acknowledges the overriding of the default liability rules; and authorize, after approval by the issuer, the payment card transaction based at least in part on the shifted-liability acceptance indicator data field. 10. The computing device of claim 9 , wherein said computing device is further programmed to: reject the first authorization request message based on a rejection condition; and provide the rejection condition in an initial response message prior to receiving the second authorization request message for the payment card transaction. 11. The computing device of claim 10 , wherein the shifted-liability acceptance indicator data field further includes the rejection condition, wherein authorizing the payment card transaction is further based at least in part on the rejection condition. 12. The computing device of claim 9 , wherein said computing device is further programmed to transmit the shifted-liability acceptance indicator data field to an issuing bank of the payment card transaction, wherein the issuing bank authorizes the payment card transaction based at least in part on the shifted-liability acceptance indicator data field. 13. The computing device of claim 9 , wherein the POS computing device is associated with a merchant, wherein the merchant indicates acceptance of liability through the POS computing device. 14. The computing device of claim 9 , wherein the shifted-liability acceptance indicator data field identifies the liability-assuming party for the payment card transaction including one of a merchant, acquirer, cardholder, the issuer, and payment
