Systems and methods for market-based financial settlement of transactions within an electric power grid are disclosed. At least one active grid element is constructed and configured in Internet Protocol (IP)-based network communication with a settlement processor via at least one coordinator in real-time or in a predetermined timeframe. The at least one active grid element generates revenue grade metrology data based on measurement and verification for a participation of the at least one active grid element in the electric power grid. The at least one active grid element provides automated messaging to the settlement processor. The settlement processor provides a market-based financial settlement message based upon the revenue grade metrology data and a kilowatt packet (KWP) unit. The KWP unit provides a quantifying market rate for monetization for any unit of kilowatts with respect to time.

The invention claimed is: 1. A system for market-based financial settlement of transactions within an electric power grid, comprising: at least one active grid element constructed and configured in Internet Protocol (IP)-based network communication with a settlement processor via at least one coordinator in real-time or in a predetermined timeframe; wherein the at least one active grid element generates revenue grade metrology data based on measurement and verification for a participation of the at least one active grid element in the electric power grid; wherein the at least one active grid element provides automated messaging to the settlement processor; wherein the settlement processor provides a market-based financial settlement message based upon the revenue grade metrology data and a kilowatt packet (KWP) unit; and wherein the KWP unit provides a quantifying market rate for monetization for any unit of kilowatts with respect to time. 2. The system of claim 1 , wherein each KWP unit further comprises measured data transformed into market settlement data used for financial settlement for an electric power load, an electric power supply, or transmission distribution service provider (TDSP) corresponding to the participation of the at least one active grid element in the electric power grid. 3. The system of claim 1 , wherein the market-based financial settlement message is further based on a power supply value (PSV) unit, or a power trading block (PTB) unit, wherein the PSV unit is a systematic unit for addressing power curtailment or power supply for providing grid stability or grid reliability, and wherein the PTB unit is a standard unit that provides for blocks of energy to be introduced, aggregated, and settled for a market-based financial settlement. 4. The system of claim 1 , further including a multiplicity of grid elements that aggregate or integrate through a master grid element or a virtual grid element. 5. The system of claim 4 , wherein the master grid element or the virtual grid element represents a participation of the multiplicity of grid elements with an aggregated KWP unit for the participation of the multiplicity of grid elements. 6. The system of claim 4 , wherein the multiplicity of grid elements, upon aggregation or integration, transform into sub-grid elements. 7. The system of claim 1 , wherein the at least one active grid element has a unique identifier for the market-based financial settlement. 8. The system of claim 7 , wherein the unique grid element identifier includes an IP address, an equipment identifier, or a Media Access Control (MAC) address. 9. The system of claim 7 , wherein the unique grid element identifier further includes location-based factors, time-based factors, or grid-function-based factors. 10. The system of claim 1 , wherein the at least one active grid element is an electrical device that consumes power from the electric power grid, provides power to the electric power grid, or measures power consumed from or supplied to the electric power grid. 11. The system of claim 1 , wherein the at least one active grid element is selected from the group consisting of: a sensor, a power-consuming device, an appliance, a meter, a switch, a controller, a control device, a power control subsystem integrated with grid element for supply, a thermostat, a building control system, and a security device. 12. The system of claim 1 , further comprising a database operable to store registration information of the at least one active grid element for predetermined periods of time for financial settlement associated with the at least one active grid element, and information relating to financial settlement of the participation of the at least one active grid element, and settled measurements transformed from raw measurement data. 13. The system of claim 1 , further comprising an IP-based interface that facilitates communication with the at least one active grid element, wherein the IP-based interface is selected from the group consisting of WiMax, High Speed Packet Access (HSPA), Evolution for Data Only (EVDO), Long Term Evolution (LTE), any first or second generation wireless transport method such as Enhanced Data Rates for GSM Evolution (EDGE), or Code Division Multiple Access (CDMA), Ethernet, and any proprietary Layer 1-4 protocol that contains or is capable of transporting an Internet Protocol message. 14. The system of claim 1 , further comprising a security interface associated with the at least one active grid element. 15. The system of claim 1 , wherein the market-based financial settlement message further comprises at least one of: a geodetic reference, a grid element identifier, a grid element type, a grid element function, a grid element capacity, a grid element profile, a grid element attachment point reference, a KWP value, a grid element power supply value (PSV), a grid element power trade block (PTB) value, a grid element balancing authority association, a grid element owner identifier, or a grid element compatibility identifier. 16. The system of claim 1 , wherein the market-based financial settlement message is based on factors for grid stability-based pricing, factors for operating reserves-based pricing, or factors considering peak and off-peak timing. 17. A method for market-based settlement of transactions within an electric power grid, comprising: providing at least one active grid element constructed and configured in Internet Protocol (IP)-based network communication with a settlement processor via at least one coordinator; the at least one active grid element generating revenue grade metrology data for a participation in the electric power grid based on measurement and verification; the at least one active grid element providing automated messaging to the settlement processor via the at least one coordinator in real-time or in a predetermined timeframe; and the settlement processor providing a market-based financial settlement message based upon the revenue grade metrology data and a kilowatt packet (KWP) unit, wherein the KWP unit provides a quantifying market rate for monetization for any unit of kilowatts with respect to time. 18. The method of claim 17 , further comprising the at least one coordinator registering the at least one active grid element for actively participating in the electric power grid. 19. The method of claim 17 , further comprising the at least one active grid element updating at least one attribute to the settlement processor. 20. The method of claim 17 , further comprising a multiplicity of grid elements aggregating into a master grid element or a virtual grid element, wherein the master grid element or the virtual grid element represents the participation of the multiplicity of grid elements with an aggregated KWP unit for the participation of the multiplicity of grid elements.
