The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on the 5G communication technology and the IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. The present disclosure relates to a method for permitting and providing operator specific services by allowing an unauthorized terminal to search for and access the operator specific services in a wireless communication system, and includes a method for notifying a terminal of information corresponding to ‘operator specific services’ by allowing a base station to broadcast predetermined information, a method for displaying information acquired by a terminal, matching the information acquired by the terminal with information broadcast from a base station or the like to arrange services, a method for requesting an access including information notifying that a terminal performs an access for ‘operator specific services’ upon accessing a network, a method for providing a menu determining whether there are neighboring base stations capable of ‘operator specific services’ to a user of a terminal, allowing the terminal to determine whether there is the base station broadcasting the information, or the like.

What is claimed is: 1. A method by a terminal, comprising: determining whether an operator restricted service is required; identifying whether an indicator is received if the operator restricted service is required, wherein the indicator indicates that the operator restricted service is supported; if the indicator is received: accessing an operator network that offers the operator restricted service based on the indicator, and receiving at least one of a profile, a credential, or subscriber identity module (SIM) information based on the operator restricted service in response to accessing the operator network; and if the indicator is not received, indicating no service to a user, wherein the terminal is an unauthenticated terminal without a provisioning profile. 2. The method of claim 1 , wherein determining that the operator restricted service is required, comprises: identifying that there is no credential for network access authentication in the terminal, identifying that there is an error in an acquisition of SIM information in the terminal, or identifying that a subscription is required for the terminal without contract to a mobile operator. 3. The method of claim 1 , wherein operator service information includes at least one of address information for access to the operator restricted service, operator specific service identification information, a detailed service support type, and uniform resource locator (URL) information or uniform resource identifier (URI) information corresponding to a service. 4. The method of claim 3 , wherein the operator service information is broadcast through system information. 5. The method of claim 1 , further comprising: connecting to an operator service portal corresponding to a URL, or connecting to a telephone number corresponding to a Tel URL or a session initiation protocol (SIP) URI. 6. The method of claim 1 , further comprising: transmitting an attach request message, wherein the attach request message includes a request type and an attach type, and wherein at least one of the request type and the attach type indicates that the terminal attaches for the operator restricted service. 7. The method of claim 1 , further comprising: transmitting a connection request message for the operator network; and receiving a connection response message, wherein the connection request message includes connection cause information indicating a connection request for the operator restricted service. 8. The method of claim 1 , further comprising: displaying at least one operator network that offers the operator restricted service; and selecting one operator network based on the displayed at least one operator network. 9. The method of claim 1 , wherein operator service information is loaded from information pre-stored in the terminal. 10. A terminal, comprising; a transceiver configured to transmit and receive a signal; and a controller configured to: determine whether an operator restricted service is required, identify whether an indicator is received if the operator restricted service is required, wherein the indicator indicates that the operator restricted service is supported, if the indicator is received: access an operator network that offers the operator restricted service based on the indicator, and receive at least one of a profile, a credential, or subscriber identity module (SIM) information based on the operator restricted service in response to accessing to the operator network, if the indicator is not received, indicate no service to a user, wherein the terminal is an unauthenticated terminal without a provisioning profile. 11. The terminal of claim 10 , wherein to determine that the operator restricted service is required, the controller is configured to: identify that there is no credential for network access authentication in the terminal, identify that there is an error in an acquisition of SIM information in the terminal, or identify that a subscription is required for the terminal without contract to a mobile operator. 12. The terminal of claim 10 , wherein operator service information includes at least one of address information for access to the operator restricted service, operator specific service identification information, a detailed service support type, and uniform resource locator (URL) information or uniform resource identifier (URI) information corresponding to a service. 13. The terminal of claim 12 , wherein the operator service information is broadcast through system information. 14. The terminal of claim 10 , wherein the controller is further configured to: connect to an operator service portal corresponding to a URL, or connect to a telephone number corresponding to a Tel URL or a session initiation protocol (SIP) URI. 15. The terminal of claim 10 , wherein the controller is further configured to transmit an attach request message, wherein the attach request message includes a request type and an attach type, and wherein at least one of the request type or the attach type indicates that the terminal attaches for the operator restricted service. 16. The terminal of claim 10 , wherein the controller is further configured to: transmit a connection request message for the operator network; and receive a connection response message, wherein the connection request message includes connection cause information indicating a connection request for the operator restricted service. 17. The terminal of claim 10 , wherein the controller is further configured to: display at least one operator network that offers the operator restricted service; and select one operator network based on the displayed at least one operator network. 18. The terminal of claim 10 , wherein operator service information is loaded from information pre-stored in the terminal.
