A power delivery system wirelessly delivers electric power and a communication signal to a target device. The power delivery system includes a power transmitting unit having a power source operable to source alternating current power and a sending resonant coupling component operable to couple the alternating current power to a coil for wireless power transmission by a non-radiated magnetic field at a target resonant frequency. The power transmitting unit is capable of dynamically tuning the wireless power transmission to the target resonant frequency wherein the target resonant frequency is specified dynamically. A communication module couples to the power transmitting unit and is operable to couple the communication signal to the non-radiated magnetic field. Operations may include target device authentication, target resonant frequency information communication, billing, and device management.

What is claimed is: 1. A wireless powering device for providing wireless power to a target device, the wireless powering device comprising: a power source; a communication circuit configured to receive a wireless power communication from the target device, the wireless power communication including target device authentication information; a target device authenticator coupled to the communication circuit, the target device authenticator configured to determine, based on the target device authentication information, a target resonant frequency to be used for transfer of wireless power to the target device; and a resonant coupling component coupled to the power source and to the target device authenticator, the resonant coupling component configured to receive information from the target device authenticator regarding the target resonant frequency, wherein the resonant coupling component is further configured to be dynamically tuned to generate a wireless power transmission at the target resonant frequency to transfer wireless power to the target device. 2. The wireless powering device of claim 1 , wherein the wireless power is transferred via a non-radiated magnetic field. 3. The wireless powering device of claim 1 , wherein the wireless power is transferred via a radiated magnetic field. 4. The wireless powering device of claim 1 , wherein: the wireless power communication further comprises an indication of desired wireless power transmit level; and the resonant coupling component is further configured to adjust transmit power of the wireless power transmission based upon the indication of desired wireless power transmit level. 5. The wireless powering device of claim 1 , wherein the wireless power communication and the wireless power transmission are in a common frequency band. 6. The wireless powering device of claim 1 , wherein the wireless power communication is a Near Field Communication (NFC). 7. The wireless powering device of claim 1 , wherein the wireless power communication and the wireless power transmission are in differing frequency bands. 8. The wireless powering device of claim 6 , wherein the wireless power communication is a Radio Frequency (RF) communication and the wireless power transmission is a non-radiated magnetic field. 9. The wireless powering device of claim 1 , wherein the wireless power communication from the target device is received by the communication circuit via the resonant coupling component. 10. The wireless powering device of claim 1 , wherein: the target resonant frequency is a dynamic tuning target; and the resonant coupling component dynamically tunes to the target resonant frequency based upon closed loop wireless power communication with the target device. 11. The wireless powering device of claim 1 , wherein the wireless power communication further includes at least one of: target device identity; a requested target resonant frequency; target device request for power delivery; target device billing information; target device power receipt level(s); or target device battery charge state. 12. The wireless powering device of claim 1 , wherein the communication circuit is formed as an integrated circuit. 13. The wireless powering device of claim 1 , wherein the communication circuit is further configured to communicate the target resonant frequency to the target device. 14. The wireless powering device of claim 1 , wherein the resonant coupling component is further configured to adjust the target resonant frequency based upon feedback received from the target device via the communication circuit. 15. The wireless powering device of claim 1 , wherein the target device authenticator comprises a target device identification database. 16. A wireless powering device for providing wireless power to a target device, the wireless powering device comprising: a power source; a communication circuit configured to receive a wireless power communication from the target device, the wireless power communication including target device authentication information; a target device authenticator coupled to the communication circuit, the target device authenticator configured to determine, based on the target device authentication information, a target resonant frequency and a target operating parameter to be used for transfer of wireless power to the target device; and a resonant coupling component coupled to the power source and to the target device authenticator, the resonant coupling component configured to receive information from the target device authenticator regarding the target resonant frequency and the target operating parameter, wherein the resonant coupling component is configured to be dynamically tuned to generate a wireless power transmission based upon the target resonant frequency and the target operating parameter to transfer wireless power to the target device. 17. The wireless powering device of claim 16 , wherein the target operating parameter relates to a level of power delivery to the target device. 18. The wireless powering device of claim 17 , wherein the resonant coupling component is configured to adjust its operating current based upon the target operating parameter. 19. The wireless powering device of claim 16 , wherein the wireless power is transferred via a non-radiated magnetic field. 20. The wireless powering device of claim 16 , wherein the wireless power is transferred via a radiated magnetic field. 21. The wireless powering device of claim 16 , wherein: the target operating parameter comprises an indication of desired wireless power transmit level; and the resonant coupling component is further configured to adjust transmit power of the wireless power transmission based upon the indication of desired wireless power transmit level. 22. The wireless powering device of claim 16 , wherein the wireless power communication and the wireless power transmission are in a common frequency band. 23. The wireless powering device of claim 16 , wherein the wireless power communication is a Near Field Communication (NFC). 24. The wireless powering device of claim 16 , wherein the wireless power communication and the wireless power transmission are in differing frequency bands. 25. The wireless powering device of claim 24 , wherein the wireless power communication is a Radio Frequency (RF) communication and the wireless power transmission is a non-radiated magnetic field. 26. The wireless powering device of claim 16 , wherein the wireless power communication from the target device is received from the resonant coupling component. 27. The wireless powering device of claim 16 , wherein the wireless power communication further includes at least one of: target device identity; a requested target resonant frequency; target device request for power delivery; target device billing information; target device power receipt level(s); or target device battery charge state. 28. The wireless powering device of claim 16 , wherein the communication circuit is formed as an integrated circuit. 29. A wireless powering device for providing wireless power to a target device, the wireless powering device comprising: an integrated circuit formed including a communication circuit, a target device authenticator, and a source power manager, the integrated circuit coupled to a sending
