A reinforcing bar binding machine is provided with a feed means for feeding a wire from a wire reel rotatably mounted on a binding machine body, a braking means for braking a rotation of the wire reel, and a control means that starts a braking to the rotation of the wire reel by the braking means after the wire is fed to a predetermined amount by the feed means.

What is claimed is: 1. A reinforcing bar binding machine comprising: a feed motor which feeds a wire from a wire reel; a twist motor which twists wire fed from the wire reel to bind the reinforcing bars; a stopper lever movable between an engaged position and a disengaged position, wherein in the engaged position the stopper lever engages an outer periphery of the wire reel to brake the wire reel and in the disengaged position the stopper lever does not engage the wire reel so that the wire reel is rotatable; at least one member which engages with the stopper lever, wherein the at least one member is movable between an unbraked position and a braked position, and movement of the at least one member from the unbraked position to the braked position moves the stopper lever from the disengaged position to the engaged position; a brake actuator which is separate from the feed motor and the twist motor, wherein the brake actuator includes one of a solenoid or a motor, and wherein actuation of the brake actuator causes movement of the at least one member from the unbraked position to the braked position and thereby moves the stopper lever from the disengaged position to the engaged position; and a binding machine body which includes a first side and a second side, and an aperture extending through the binding machine body from the first side to the second side; and wherein: (i) the brake actuator is located on the first side of the binding machine body; (ii) the wire reel is located on the second side of the binding machine body; and (iii) the at least one member includes a portion positioned on the second side of the binding machine body and a portion extending through the aperture. 2. The reinforcing bar binding machine according to claim 1 , further including a connecting part positioned on the first side of the binding machine body and which couples the brake actuator and the at least one member. 3. The reinforcing bar binding machine of claim 2 , wherein the connecting part rotates by the brake actuator and includes an outer peripheral surface which is not symmetrical about an axis of rotation of the connecting part. 4. The reinforcing bar binding machine according to claim 3 , wherein the at least one member includes a cylindrical portion and a non-cylindrical portion. 5. The reinforcing bar binding machine of claim 4 , further including a bias spring which includes a coil which at least partially surrounds the at least one member. 6. The reinforcing bar binding machine according to claim 5 , wherein the bias spring is arranged to impart a bias force biasing the at least one member toward the unbraked position. 7. The reinforcing bar binding machine according to claim 6 , wherein the brake actuator is a motor. 8. The reinforcing bar binding machine according to claim 1 , further including a bias spring located on the second side of the binding machine body, wherein the bias spring is arranged to impart a bias force biasing the at least one member in a direction toward the unbraked position. 9. The reinforcing bar binding machine according to claim 8 , wherein the bias spring includes a coil at least partially extending around the at least one member. 10. The reinforcing bar binding machine according to claim 9 , wherein the at least one member includes a cylindrical portion and a non-cylindrical portion. 11. The reinforcing bar binding machine according to claim 1 , wherein the at least one member includes a cylindrical portion and a non-cylindrical portion. 12. A reinforcing bar binding machine comprising: a twist motor which twists a wire from a wire reel to bind the reinforcing bars; a stopper lever movable between an engaged position and a disengaged position, wherein in the engaged position the stopper lever engages the wire reel to brake the wire reel, and wherein in the disengaged position the stopper lever does not brake the wire reel; a brake actuator separate from the twist motor, wherein actuation of the brake actuator causes the stopper lever to move from the disengaged position to the engaged position; a connecting part which is rotatable, which is coupled to the brake actuator, and which rotates upon actuation of the brake actuator; at least one member extending between the connecting part and the stopper lever, wherein the at least one member is movable between a braked position and an unbraked position, wherein the at least one member engages with the connecting part so that the connecting part moves the at least one member from the unbraked position to the braked position, and wherein the at least one member engages with the stopper lever such that movement of the at least one member from the unbraked position to the braked position moves the stopper lever from the disengaged position to the engaged position; wherein actuation of the actuator rotates the connecting part and thereby moves the at least one member from the unbraked position to the braked position, and the at least one member thereby moves the stopper lever from the disengaged position to the engaged position; and a bias spring which biases the at least one member in a direction toward the unbraked position. 13. The reinforcing bar binding machine of claim 12 , wherein the connecting part includes an outer periphery which is not symmetrical about a rotation axis of the connecting part. 14. The reinforcing bar binding machine of claim 13 , wherein the bias spring includes a coil which at least partially extends around the at least one member. 15. The reinforcing bar binding machine according to claim 14 , further including a binding machine body having a first side and a second side, and an aperture extending through the binding machine body from the first side to the second side; and wherein: (i) the brake actuator is located on the first side of the binding machine body; (ii) the wire reel is located on the second side of the binding machine body; (iii) the connecting part is located on the first side of the binding machine body; (iv) the bias spring is located on the second side of the binding machine body; and (v) the at least one member includes a portion on the second side of the binding machine body and a portion extending through the aperture. 16. The reinforcing bar binding machine according to claim 15 , further including a bracket attached to the binding machine body, and wherein the at least one member is partially positioned in the bracket. 17. The reinforcing bar binding machine of claim 12 , wherein the bias spring includes a coil which at least partially extends around the at least one member. 18. The reinforcing bar binding machine according to claim 12 , wherein the connecting part includes an outer periphery which is not symmetrical about an axis of rotation of the connecting part, and wherein the at least one member includes a cylindrical portion and a non-cylindrical portion.
