According to some aspects, disclosed methods and systems may include storing, in a local storage of a device, a plurality of advertisements; and outputting for display first content comprising a first portion of a first set of advertisements associated with a first campaign period. The disclosed methods and system may also include, in response to an expiration of the first campaign period, outputting for display second content comprising a second portion of the first set of advertisements based on a first set of one or more advertising rules.

We claim: 1. A method comprising: storing, in a local storage of a device, video content for offline output, wherein the video content comprises information indicating an advertisement insertion opportunity during offline output of the video content; storing, in the local storage of the device, a plurality of advertisements; based on receiving, during a first campaign period, a first request for offline output of the video content, causing first offline output of the video content during the first campaign period, wherein a first advertisement of the plurality of advertisements is output at the advertisement insertion opportunity and comprises a first interactive component; and based on receiving, after the first campaign period, a second request for offline output of the video content and based on one or more advertising rules, causing second offline output of the video content, wherein a second advertisement is output at the advertisement insertion opportunity and comprises a second interactive component, and wherein the second advertisement with the second interactive component is determined based on user interaction with the first interactive component. 2. The method of claim 1 , further comprising: collecting, while the device is in an offline state, statistical data based on one or more of a profile of a user, a device profile associated with the device, user habits, viewed content, device information, stored content, or a geolocation associated with a user or the device. 3. The method of claim 1 , further comprising: analyzing user content stored on the device; and updating, by the device, based on the user content, and to produce an updated one or more advertising rules, the one or more advertising rules, wherein in the second offline output of the video content, the second advertisement is output at the advertisement insertion opportunity based on the updated one or more advertising rules. 4. The method of claim 1 , wherein the one or more advertising rules is associated with a predetermined time period for inserting advertising, and wherein in the second offline output of the video content, the second advertisement is output at the advertisement insertion opportunity based on the predetermined time period. 5. The method of claim 1 , wherein an expiration of the first campaign period is determined based on the first advertisement of the plurality of advertisements being output a predetermined number of times. 6. The method of claim 1 , further comprising: determining whether the first interactive component has been accessed; and updating, by the device and based on a determination to produce an updated one or more advertising rules, the one or more advertising rules, wherein in the second offline output of the video content, the second advertisement is output at the advertisement insertion opportunity, after the determining, based on the updated one or more advertising rules, and after the updating. 7. The method of claim 1 , wherein the second advertisement of the plurality of advertisements is output at the advertisement insertion opportunity, after determining that the first interactive component has been accessed. 8. The method of claim 1 , wherein the second advertisement of the plurality of advertisements is output at the advertisement insertion opportunity, after determining that the first interactive component has not been accessed. 9. The method of claim 1 , further comprising: configuring the first campaign period as a predetermined period of time measured subsequent to an initial broadcast of the video content, wherein the plurality of advertisements comprise advertisements broadcasted during initial broadcast of the video content. 10. The method of claim 1 , wherein: the storing of the video content and the plurality of advertisements is performed while the device is in an online state; and the second advertisement of the plurality of advertisements is output at the advertisement insertion opportunity while the device is in an offline state. 11. The method of claim 1 , further comprising: associating a second campaign period with the second advertisement of the plurality of advertisements; and after causing the second offline output of the video content, subsequent to an expiration of the second campaign period, and based on the one or more advertising rules, causing a third offline output of the video content, wherein a third advertisement of the plurality of advertisements is output at the advertisement insertion opportunity. 12. The method of claim 1 , further comprising: prior to the storing the plurality of advertisements, streaming the first advertisement of the plurality of advertisements via a network, wherein the causing the second offline output of the video content further comprises: accessing the second advertisement of the plurality of advertisements from the local storage of the device. 13. The method of claim 1 , further comprising configuring the one or more advertising rules based on one or more of a profile of a user, a device profile associated with the device, user habits, viewed content, device information, stored content, or a geolocation associated with the user or the device. 14. The method of claim 2 , further comprising: connecting, by the device, to a network; and sending, via the network and to an advertisement server, the statistical data. 15. The method of claim 1 , further comprising: receiving, from an advertisement server, an updated one or more advertising rules based on statistical data on user consumption, wherein in the second offline output of the video content, the second advertisement is output at the advertisement insertion opportunity based on the updated one or more advertising rules. 16. The method of claim 1 , wherein the video content comprises a plurality of video content assets. 17. The method of claim 1 , wherein the first offline output of the video content and the second offline output of the video content comprise output of a same portion of the video content. 18. An apparatus comprising: one or more processors; and memory storing instructions that, when executed by the one or more processors, cause the apparatus to: store, in a local storage of the apparatus, video content for offline output, wherein the video content comprises information indicating an advertisement insertion opportunity during offline output of the video content; store, in the local storage of the apparatus, a plurality of advertisements; based on receiving, during a first campaign period, a first request for offline output of the video content, cause, during the first campaign period, first offline output of the video content, wherein a first advertisement of the plurality of advertisements is output at the advertisement insertion opportunity and comprises a first interactive component; and based on receiving, after the first campaign period, a second request for offline output of the video content, and based on one or more advertising rules, cause second offline output of the video content, wherein a second advertisement is output at the advertisement insertion opportunity and comprises a second interactive component, and wherein the second advertisement with the second interactive component is determined based on user interaction with the first interactive component. 19. The apparatus of claim 18 , wherein the instructions, when executed by the one or more processors, cause the apparatus to: store the plurality of advertisements while the apparatus is
