An apparatus includes a windshield blackout between a bottom of the windshield and a top of the instrument panel, a viewing window provided in the windshield blackout and a blackout window feature provided behind the viewing window.

What is claimed: 1. An apparatus, comprising: a windshield blackout; a viewing window provided in said windshield blackout; and an illuminated message board provided behind said viewing window. 2. An apparatus, comprising: a windshield blackout; a viewing window provided in said windshield blackout; and fanned LED lighting provided behind said viewing window. 3. An apparatus, comprising: a windshield blackout; a viewing window provided in said windshield blackout; and a switchable effect branding device provided behind said viewing window. 4. An apparatus, comprising: a windshield blackout; a viewing window provided in said windshield blackout; an ornamental device provided behind said viewing window; and a light source positioned in front of and below said ornamental device, wherein said light source is hidden from view by said windshield blackout. 5. An apparatus, comprising: a windshield blackout; a viewing window provided in said windshield blackout; and a solar panel provided behind said viewing window. 6.
