The invention provides one or more consortia of networks that identify and share information about users and/or user devices interacting with the consortia. User devices may be identified, at least in part, by a delta of time parameter between a user device used and a reference time. Other parameters may be analyzed to identify a computer user and/or device and noteworthy transactions. The invention may be used for identity-based applications such as network security, the detection of fraudulent transactions, identity theft, ratings-based communities and law enforcement. User may be permitted to register user devices in order to control access for performing transactions.

What is claimed is: 1. A method of computing device identification, the method comprising: receiving, at a memory, a first device identifier, the first device identifier being formulated based on first device information collected during a first transaction at a first time; receiving, at the memory, a second device identifier different from the first device identifier, the second device identifier formulated based on second device information collected during a second transaction at a second time; comparing, with aid of a processor, the first device identifier and the second device identifier, and formulating a device similarity percent based on said comparison, wherein the device similarity percent indicates a likelihood that the second device identifier has evolved from the first device identifier; determining, with aid of the processor, that the device similarity percent meets a predetermined threshold; accessing a global identifier associated with a computing device, the global identifier being associated with the first device identifier and a set of historical device similarity data, the global identifier being used to track evolution of device identifiers of the computing device; calculating, with aid of the processor, a rate of change associated with the set of historical device similarity data, the first device identifier, and the second device identifier; and associating, with aid of the processor, the rate of change with the global identifier. 2. The method of claim 1 , wherein the rate of change is defined by an amount of time elapsed between device identifiers represented in the set of historical device similarity data. 3. The method of claim 1 , wherein the rate of change is defined by a magnitude of change between device identifiers represented in the set of historical device similarity data. 4. The method of claim 1 , wherein the set of historical device similarity data includes the entire list of previous device identifiers associated with the computing device. 5. The method of claim 1 , wherein the set of historical device similarity data includes a predetermined number of previous device identifiers associated with the global identifier. 6. The method of claim 1 , wherein calculating the rate of change includes analyzing at least one of: device identifiers, device similarity percent, or transaction time and data information. 7. The method of claim 1 , wherein said comparison includes comparing a first time difference parameter collected during the first transaction and a second time difference parameter collected during the second transaction. 8. Non-transitory computer storage having stored thereon a computer program, the computer program including executable instructions that instruct a computer system to at least: receive, at a memory, a first device identifier, the first device identifier being formulated based on first device information collected during a first transaction at a first time; receive, at the memory, a second device identifier different from the first device identifier, the second device identifier formulated based on second device information collected during a second transaction at a second time; compare, with aid of a processor, the first device identifier and the second device identifier, and formulating a device similarity percent based on said comparison, wherein the device similarity percent indicates a likelihood that the second device identifier has evolved from the first device identifier; determine, with aid of the processor, that the device similarity percent meets a predetermined threshold; access a global identifier associated with a computing device, the global identifier being associated with the first device identifier and a set of historical device similarity data, the global identifier being used to track evolution of device identifiers of the computing device; calculate, with aid of the processor, a rate of change associated with the set of historical device similarity data, the first device identifier, and the second device identifier; and associate, with aid of the processor, the rate of change with the global identifier. 9. The non-transitory computer storage of claim 8 , wherein the rate of change is defined by an amount of time elapsed between device identifiers represented in the set of historical device similarity data. 10. The non-transitory computer storage of claim 8 , wherein the rate of change is defined by a magnitude of change between device identifiers represented in the set of historical device similarity data. 11. The non-transitory computer storage of claim 8 , wherein the set of historical device similarity data includes the entire list of previous device identifiers associated with the computing device. 12. The non-transitory computer storage of claim 8 , wherein the set of historical device similarity data includes a predetermined number of previous device identifiers associated with the global identifier. 13. The non-transitory computer storage of claim 8 , wherein calculating the rate of change includes analyzing at least one of: device identifiers, device similarity percent, or transaction time and data information. 14. The non-transitory computer storage of claim 8 , wherein said comparison includes comparing a first time difference parameter collected during the first transaction and a second time difference parameter collected during the second transaction. 15. A system for computing device identification, the system comprising: an institution server; and a computing device in communication with the institution server, wherein the institution server is configured to perform, with aid of a computer processor, identification of the computing device, and wherein the institution server: receives, at a memory, a first device identifier, the first device identifier being formulated based on first device information collected during a first transaction at a first time; receives, at the memory, a second device identifier different from the first device identifier, the second device identifier formulated based on second device information collected during a second transaction at a second time; compares, with aid of a processor, the first device identifier and the second device identifier, and formulating a device similarity percent based on said comparison, wherein the device similarity percent indicates a likelihood that the second device identifier has evolved from the first device identifier; determines, with aid of the processor, that the device similarity percent meets a predetermined threshold; accesses a global identifier associated with a computing device, the global identifier being associated with the first device identifier and a set of historical device similarity data, the global identifier being used to track evolution of device identifiers of the computing device; calculates, with aid of the processor, a rate of change associated with the set of historical device similarity data, the first device identifier, and the second device identifier; and associates, with aid of the processor, the rate of change with the global identifier. 16. The system of claim 15 , wherein the rate of change is defined by an amount of time elapsed between device identifiers represented in the set of historical device similarity data. 17. The system of claim 15 , wherein the rate of change is defined by a magnitude of change between device identifiers represented in the set of historical device similarity data. 18.
