A method and an apparatus are provided for transmitting a Power Headroom Report (PHR) to base station by a User Equipment (UE), wherein the UE determines whether a received an uplink resource is a first uplink resource allocated for a new transmission after a Medium Access Control (MAC) reset, and starts a timer for reporting the PHR, if the allocated uplink resource is the first uplink resource allocated for the new transmission after the MAC reset.

What is claimed is: 1. A method by a user equipment (UE) in a wireless communication system, the method comprising: stopping a timer, when a medium access control (MAC) reset is performed; identifying whether a first uplink resource for a new transmission is first allocated from a base station (BS) since the MAC reset is performed; if the first uplink resource for the new transmission is first allocated since the MAC reset is performed, starting the stopped timer, without transmitting a power headroom report (PHR); triggering a PHR if the started timer expires; identifying that a second uplink resource for another new transmission is allocated from the base station; transmitting, to the base station, the triggered PHR using the second uplink resource; and starting the expired timer. 2. The method of claim 1 , wherein the PHR is transmitted using the second uplink resource after the new transmission using the first uplink resource. 3. The method of claim 2 , wherein the new transmission transmits a control message using the first uplink resource, and wherein the control message comprises information related to a handover of the user equipment to a target base station. 4. The method of claim 1 , wherein the timer is a periodic timer for generation of the PHR by the user equipment. 5. The method of claim 1 , wherein the MAC reset is performed due to a handover to a target cell by the user equipment. 6. A user equipment (UE) in a wireless communication system, the UE comprising: a transceiver; and a controller configured, to stop a timer, when a medium access control (MAC) reset is performed, to identify whether a first uplink resource for a new transmission is first allocated from a base station (BS) since the MAC reset is performed, if the first uplink resource for the new transmission is first allocated since the MAC reset is performed, to start the stopped timer, without transmitting a power headroom report (PHR), to trigger a PHR if the started timer expires, to identify that a second uplink resource for another new transmission is allocated from the base station, to control the transceiver to transmit the triggered PHR using the second uplink resource, and to start the expired timer. 7. The user equipment (UE) of claim 6 , wherein the triggered PHR is transmitted using the second uplink resource after the new transmission using the first uplink resource. 8. The user equipment (UE) of claim 7 , wherein the new transmission transmits a control message using the first uplink resource, wherein the control message comprises information related to a handover of the user equipment to a target base station. 9. The user equipment (UE) of claim 6 , wherein the timer is a periodic timer for generation of the PHR by the user equipment. 10. The user equipment (UE) of claim 6 , wherein the MAC reset is performed due to a handover to a target cell by the user equipment. 11. A method for a base station (BS) in a wireless communication system, the method comprising: after a medium access control (MAC) reset, allocating a first uplink resource for a new transmission, and transmitting, to a user equipment (UE), information related to the first uplink resource for the new transmission; and receiving, from the user equipment, a power headroom report (PHR), which is triggered after expiration of a timer, wherein the timer is stopped if the MAC reset is requested to the user equipment, wherein the stopped timer is started without transmitting a PHR if the first uplink resource for the new transmission is first allocated since the MAC reset is performed, wherein the expired timer is started after triggering the PHR, wherein the triggered PHR is transmitted using a second uplink resource, and wherein the second uplink resource allocated for another new transmission from the base station is identified. 12. The method of claim 11 , wherein the triggered PHR is received after the new transmission using the first uplink resource by the user equipment. 13. The method of claim 12 , wherein the new transmission transmits a control message comprises information related to a handover of the user equipment to a target base station from the user equipment. 14. The method of claim 11 , wherein the timer is a periodic timer for generation of the PHR by the user equipment. 15. The method of claim 11 , wherein the MAC reset is performed due to a handover to the target cell by the user equipment. 16. A base station (BS) in a wireless communication system, the base station comprising: a transceiver; and a controller configured, after a medium access control (MAC) reset, to allocate a first uplink resource for a new transmission, and to control the transceiver to transmit, to the user equipment, information related to the first uplink resource for the new transmission, and to receive, from the user equipment, a power headroom report (PHR), which is triggered after expiration of a timer, wherein the timer is stopped if the MAC reset is requested to the user equipment, wherein the stopped timer is started without transmitting a PHR if the first uplink resource for the new transmission is first allocated since the MAC reset is performed, wherein the expired timer is started after triggering the PHR, wherein the triggered PHR is transmitted using a second uplink resource, and wherein the second uplink resource allocated for another new transmission from the base station is identified. 17. The base station of claim 16 , wherein the triggered PHR is received after the new transmission using the first uplink resource by the user equipment. 18. The base station of claim 17 , wherein the new transmission transmits a control message comprises information related to a handover of the user equipment to a target base station from the user equipment. 19. The base station of claim 16 , wherein the timer is a periodic timer for generation of the PHR by the user equipment. 20. The base station of claim 16 , wherein the MAC reset is performed due to a handover to a target cell by the user equipment.
