The invention claimed is: 1. A method of treating mild cognitive impairment in a human in need of such treatment, the method comprising: administering to the human suffering from mild cognitive impairment a phosphodiesterase 4 inhibitor selected from the group consisting of roflumilast, a pharmaceutically acceptable salt of roflumilast, roflumilast-N-oxide and a pharmaceutically acceptable salt of roflumilast-N-oxide, wherein the phosphodiesterase 4 inhibitor is administered to the human at a daily dose consisting of between 50 mcg and 100 mcg. 2. The method of claim 1 , wherein the phosphodiesterase 4 inhibitor is selected from the group consisting of roflumilast and a pharmaceutically acceptable salt of roflumilast. 3. The method of claim 1 , wherein the phosphodiesterase 4 inhibitor is selected from the group consisting of roflumilast-N-oxide and a pharmaceutically acceptable salt of roflumilast-N-oxide. 4. The method of claim 1 , wherein the phosphodiesterase 4 inhibitor is roflumilast. 5. The method of claim 1 , wherein the phosphodiesterase 4 inhibitor is roflumilast-N-oxide. 6. The method of claim 1 , wherein the phosphodiesterase 4 inhibitor is administered at a daily dose of 50 mcg or 100 mcg. 7. The method of claim 1 , wherein the phosphodiesterase 4 inhibitor is roflumilast and wherein the phosphodiesterase 4 inhibitor is administered at a daily dose of between 50 mcg and 100 mcg.
