An apparatus for use within a cognitive information processing system comprising: an insight/learning engine, the insight/learning engine encapsulating an operation, the operation being applied to a target cognitive graph to generate a cognitive insight.

What is claimed is: 1. An apparatus for use within a cognitive information processing system environment, the cognitive information processing system environment comprising a cognitive inference and learning system and a cognitive application, comprising: a plurality of data sources, the plurality of data sources comprising a social data source stored in a social data repository, public data source stored in a public data repository, a licensed data source stored in a licensed data repository and a proprietary data source stored in a proprietary data repository; an insight engine, the insight engine encapsulating an operation, the operation being applied to a target cognitive graph to generate a cognitive insight, the target cognitive graph providing a representation of expert knowledge, associated with individuals and groups over a period of time, to depict relationships between people, places and things, the target cognitive graph providing a machine-readable formalism for knowledge representation, the target cognitive graph being stored within a repository of cognitive graphs, the cognitive inference and learning system executing on a hardware processor of an information processing system, the information processing system being deterministic, the cognitive inference and learning system comprising a cognitive platform executing on the information processing system, the cognitive platform and the information processing system performing a cognitive computing function, the cognitive platform comprising a cognitive engine, the cognitive engine comprising the insight engine, the insight engine processing streams of data from the plurality of data sources, the cognitive inference and learning system using the insight engine to generate a plurality of cognitive insights; and, a destination, the destination receiving the plurality of cognitive insights generated by the insight engine, the destination comprising the cognitive application, the cognitive application enabling a user to interact with the cognitive insights, the cognitive application being a cloud-based application. 2. The apparatus of claim 1 , wherein the insight engine comprises a discover and visibility component, the discover and visibility component providing detailed information relating to a predetermined topic based upon the operation being applied to the target cognitive graph. 3. The apparatus of claim 1 , wherein the insight engine comprises a predict component, the predict component performing predictive operations to provide insight into a next occurrence for a predetermined topic based upon the operation being applied to the target cognitive graph. 4. The apparatus of claim 1 , wherein the insight engine comprises a rank and recommend component, the rank and recommend component performing ranking and recommendation operations to provide a user with prioritized recommendations associated with the cognitive insight. 5. The apparatus of claim 1 , wherein the insight engine comprises an insight agent, the insight agent creating a visual data story highlighting user-specific insights, relationships and recommendations. 6. The apparatus of claim 5 , wherein the plurality of data sources comprise platform data; and, the insight agent communicates with the platform data. 7. The apparatus of claim 6 , wherein the platform data comprises a plurality of data models; and, the insight agent communicates with the plurality of data models within the platform data. 8. A non-transitory, computer-readable storage medium embodying computer program code for use within a cognitive information processing system environment, the cognitive information processing system environment comprising a cognitive inference and learning system and a cognitive application, the computer program code comprising computer executable instructions configured for: receiving data from a plurality of data sources, the plurality of data sources comprising a social data source stored in a social data repository, public data source stored in a public data repository, a licensed data source stored in a licensed data repository and a proprietary data source stored in a proprietary data repository; encapsulating an operation for providing a desired cognitive insight; and, applying the operation to a target cognitive graph to generate a cognitive insight based upon the operation, the target cognitive graph being stored within a repository of cognitive graphs, the target cognitive graph providing a representation of expert knowledge, associated with individuals and groups over a period of time, to depict relationships between people, places and things, the target cognitive graph providing a machine-readable formalism for knowledge representation, the cognitive inference and learning system executing on a hardware processor of an information processing system, the information processing system being deterministic, the cognitive inference and learning system comprising a cognitive platform executing on the information processing system, the cognitive platform and the information processing system performing a cognitive computing function, the cognitive platform comprising a cognitive engine, the cognitive engine comprising the insight engine, the insight engine processing streams of data from the plurality of data sources, the cognitive inference and learning system using the insight engine to generate a plurality of cognitive insights; and, providing cognitive insights to a destination, the destination receiving the plurality of cognitive insights generated by the insight engine, the destination comprising the cognitive application, the cognitive application enabling a user to interact with the cognitive insights, the cognitive application being a cloud-based application. 9. The non-transitory, computer-readable storage medium of claim 8 , wherein the instructions executable by the processor further comprise instructions for: providing detailed information relating to a predetermined topic based upon the operation being applied to the target cognitive graph. 10. The non-transitory, computer-readable storage medium of claim 8 , wherein the instructions executable by the processor further comprise instructions for: performing predictive operations to provide insight into a next occurrence for a predetermined topic based upon the operation being applied to the target cognitive graph. 11. The non-transitory, computer-readable storage medium of claim 8 , wherein the instructions executable by the processor further comprise instructions for: performing ranking and recommendation operations to provide a user with prioritized recommendations associated with the cognitive insight. 12. The non-transitory, computer-readable storage medium of claim 8 , wherein the instructions executable by the processor further comprise instructions for: invoking an insight agent, the insight agent creating a visual data story highlighting user-specific insights, relationships and recommendations. 13. The non-transitory, computer-readable storage medium of claim 12 , wherein: the plurality of data sources comprise platform data; and, the insight agent communicates with the platform data. 14. The non-transitory, computer-readable storage medium of claim 13 , wherein the platform data comprises a plurality of datasets; and, the insight agent communicates with the plurality of datasets within the platform data. 15.
