A system that generates a technical order is provided. The system receives a configuration delta including a change in a configuration of resource-facing services or resources. The system further generates technical actions that effectuate the configuration delta, where each technical action includes metadata that defines a pattern of a structured request to perform work on a resource-facing service that is based on a resource-facing service specification or a resource that is based on a resource specification. The system further generates technical order lines, where each technical order line includes a technical action and a resource-facing service that is based on a resource-facing service specification or a resource that is based on a resource specification.

We claim: 1. A non-transitory computer-readable medium having instructions stored thereon that, when executed by a processor, cause the processor to generate a technical order, the generating comprising: calculating a configuration delta comprising a change in a configuration of one or more resource-facing services or one or more resources; generating one or more technical actions that effectuate the configuration delta, wherein each technical action comprises metadata that defines a pattern of a structured request to perform work on a resource-facing service based on a resource-facing service specification based on a resource specification, wherein the pattern comprises an action identifier and a parameter set comprising one or more parameters for the technical action, the parameters being determined based on the configuration delta, and wherein each parameter comprises one or more mappings that populates the parameter from the configuration delta; generating one or more technical order lines, wherein each technical order line comprises a technical action and a resource-facing service that is based on a resource-facing service specification or a resource that is based on a resource specification; and defining a structured set of metadata comprising one or more resource-facing service specifications, one or more resource specifications, one or more relationships, one or more mappings, one or more technical actions, one or more parameter sets, one or more parameter mappings, one or more technical action recognition patterns, one or more technical order definitions, and one or more parameter set structures; wherein the generating the one or more technical actions and the generating the one or more technical order lines are both based on the metadata that identifies and decouples technical actions for execution on a network during reconfiguration. 2. The computer-readable medium of claim 1 , wherein the calculating the configuration delta further comprises: comparing a configuration of one or more resource-facing services or one or more resources that represents a future state of a customer-facing service with a configuration of one or more resource-facing services or one or more resources that represent a current state of the customer-facing service; generating the configuration delta based on the comparison. 3. The computer-readable medium of claim 1 , wherein the generating the one or more technical actions and the generating the one or more technical order lines are based both on the metadata and a transformation sequence. 4. The computer-readable medium of claim 3 , wherein each resource-facing service specification of the one or more resource-facing service specifications comprises metadata that defines a resource-facing service that is provided; wherein each resource specification of the one or more resource specifications comprises metadata that defines a resource that is provided; wherein each relationship of the one or more relationships comprises metadata that defines at least one of: an association between a customer-facing service specification and either a resource-facing service specification or a resource specification, or an association between a resource-facing service specification and a resource specification; wherein each mapping of the one or more mappings comprises metadata that defines at least one of: an association a customer-facing service specification, one or more attributes of the customer-facing service specification, or one or more attribute values of the customer-facing service specification, and a resource-facing service specification or a resource specification, one or more attributes of the resource-facing service specification or the resource specification, or one or more attribute values of the resource-facing service specification or the resource specification, or an association between a resource-facing service specification, one or more attributes of the resource-facing service specification, or one or more attribute values of the resource-facing service specification, and a resource specification, one or more attributes of the resource specification, or one or more attribute values of the resource specification; and wherein each technical action of the one or more technical actions comprises metadata that defines a parameter set comprising one or more parameters for the technical action and one or more mappings that populate the one or more parameters of the parameter set. 5. The computer-readable medium of claim 3 , wherein the calculating the configuration delta is performed in a first stage of the transformation sequence; wherein the generating the one or more technical actions is performed in a third stage of the transformation sequence; and wherein the generating the one or more technical order lines is performed in a fourth stage of the transformation sequence. 6. The computer-readable medium of claim 3 , wherein the generating the one or more technical actions further comprises generating, in a second stage of the transformation sequence, a resource parameters list delta comprising one or more parameters of one or more technical actions that have changed; and wherein the generating the one or more technical order lines further comprises inserting, in a fifth stage of the transformation sequence, supplementary information within the one or more technical order lines, wherein the supplementary information comprises one or more identifiers, dependencies, targets or parameters. 7. The computer-readable medium of claim 1 , the generating further comprising: defining base process logic; customizing the base process logic based on the metadata; and selecting the transformation sequence using the customized base process logic. 8. The computer-readable medium of claim 1 , the generating further comprising: generating a technical order comprising the one or more technical order lines. 9. The computer-readable medium of claim 1 , wherein the technical order comprises an order for communication services. 10. The computer-readable medium of claim 1 , wherein the calculating the configuration delta further comprises comparing current and future states of the resource-facing service. 11. A computer-implemented method for generating a technical order, the computer-implemented method comprising: calculating a configuration delta comprising a change in a configuration of one or more resource-facing services or one or more resources; generating one or more technical actions that effectuate the configuration delta, wherein each technical action comprises metadata that defines a pattern of a structured request to perform work on a resource-facing service based on a resource-facing service specification or a resource based on a resource specification, wherein the pattern comprises an action identifier and a parameter set comprising one or more parameters for the technical action, the parameters being determined based on the configuration delta, and wherein each parameter comprises one or more mappings that populates the parameter from the configuration delta; generating one or more technical order lines, wherein each technical order line comprises a technical action and a resource-facing service that is based on a resource-facing service specification or a resource that is based on a resource specification; and defining a structured set of metadata comprising one or more resource-facing service specifications, one or more resource specifications, one or more relationships, one or more mappings, one or more technical actions, one or more parameter sets, one or more parameter mappings, one or more technical action recognition patterns, one or more te
