We claim: 1. A filter segment for use in a filter of a smoking article, the filter segment comprising: a substrate loaded with menthol solution, the substrate located within a body of the filter segment and formed from a filter plug wrap having an air permeability ranging from about 7,500 Coresta units to about 20,000 Coresta units and a grammage ranging from about 25 g/m 2 to about 80 g/m 2 , and the filter plug wrap capable of absorbing more than 100 percent of its weight of menthol solution, and the substrate including a ball of the filter plug wrap, a pellet of the filter plug wrap, or both a ball of the filter plug wrap and a pellet of the filter plug wrap. 2. The filter segment of claim 1 , wherein the substrate is colored. 3. The filter segment of claim 1 , wherein the body includes a plug of cellulose acetate tow. 4. The filter segment of claim 3 , wherein the cellulose acetate tow has a denier per filament of about 1.5 to about 8 and a total denier of about 15,000 to about 46,000. 5. The filter segment of claim 1 , wherein the filter segment has a resistance to draw of about 70 mm H 2 O. 6. The filter segment of claim 1 , wherein the filter segment includes a first end and a second end, and wherein a mouth end filter segment having lower filtration efficiency than the filter segment is attached to the first end with tipping paper. 7. The filter segment of claim 6 , wherein the mouth end filter segment has a resistance to draw of about 20 mm H 2 O or less. 8. The filter segment of claim 6 , further including at least one circumferential row of perforations at a location therealong which is at least 12 mm from a mouth end of the mouth end filter segment. 9. The filter segment of claim 6 , further including a rod end filter segment attached to the second end with tipping paper, the rod end filter segment including one or more filtration materials, one or more sorbents, one or more catalysts, one or more flavorants, or a combination thereof. 10. The filter segment of claim 9 , wherein the rod end filter segment has a higher filtration efficiency than the filter segment. 11. The filter segment of claim 9 , wherein the rod end filter segment has a lower filtration efficiency than the filter segment.
