A device having a flame bowl surrounded by a first, inner shroud. The device includes a shell having a second, outer shroud on an upper portion thereof, the outer shroud circumscribing at least a portion of the first shroud, and a support supporting the flame bowl and the first shroud in a fixed relationship with respect to the outer shroud.

What is claimed is: 1. A device comprising: an outer shell forming a outer shroud on an upper end thereof; an inner shroud affixed to a flame bowl at a seam between the inner shroud and flame bowl; a support having a first, predetermined height and engaging the outer shell at a second, predetermined height inside the outer shell, and engaging the inner shroud and the flame bowl at the seam to support the inner shroud and flame bowl at a height that is elevated within the outer shell relative to second, predetermined height inside the outer shell; wherein the flame bowl is supported at a height that is at least partially below an upper rim of the outer shroud and the inner shroud is supported at a height that is at least partially above and upper rim of the outer shroud; and wherein the flame bowl defines a wick holder; and wherein the support defines a plurality of perforations providing fluid communication of air therethrough to below the flame bowl. 2. The device of claim 1 , wherein the flame bowl is supported at a height that is partially above the upper rim of the outer shroud. 3. The device of claim 1 , wherein the flame bowl is affixed to a liquid fuel reservoir and supports the reservoir at a predetermined height within the outer shell. 4. A device comprising: a flame bowl defining a wick holder and surrounded by a first, inner shroud; a shell having a second, outer shroud on an upper portion thereof, the second, outer shroud circumscribing at least a portion of the first, inner shroud; and a support having a predetermined height and engaging the shell to support the flame bowl and the first, inner shroud in a fixed relationship with respect to the second, outer shroud such that the flame bowl and first, inner shroud are elevated within the shell relative to a height at which the support engages the shell; wherein the supports joins the flame bowl and shroud proximate a seam between the flame bowl and first, inner shroud and defines a plurality of perforations that allow for fluid communication of air below the flame bowl. 5. The device of claim 4 , wherein the support is perforated. 6. The device of claim 4 , wherein the flame bowl further comprises a textured surface surrounding the wick holder. 7. The device of claim 4 , wherein the flame bowl further comprises a threaded connection that interfits with a threaded neck of a fuel canister that is suspended from the flame bowl at least partially within the shell. 8. The device of claim 4 , further comprising a snuffer cap sized to substantially cover the first shroud. 9. The device of claim 8 , further comprising a retainer hook affixed to the shell for retaining the snuffer cap when not in use. 10. The device of claim 4 , wherein the predetermined height of the support is at least 1.25 inches. 11. The device of claim 4 , wherein the flame bowl is supported at a level at least partially below an adjacent upper rim of the outer shroud. 12. A device comprising: a flame bowl defining a wick holder containing a wick in fluid communication with a fuel supply; a support attached to the flame bowl; a torch body at least partially surrounding a heat dissipating support; a first shroud in relative close proximity to the flame bowl and supported relative to the torch body by the heat dissipating support; and a second shroud at least partially surrounding the first shroud and supported by the torch body; wherein the heart dissipating support has a predetermined height and elevates the flame bowl from a height within the torch body at which the support engages the torch body; and wherein the heat dissipating supports proceeds laterally away from the flame bowl and defines a plurality of perforations that allow for fluid communication of air through the heat dissipating support below the flame bowl. 13. The device of claim 12 , wherein each of the shrouds provides a relative high side and a relative low side and the high sides and low sides are fixed in the same rotational position relative to the flame bowl. 14. The device of claim 13 , wherein the torch body provides a slotted lip on an interior thereof, the slotted lip fitting with a tab on the support for maintaining the rotational positions of the shrouds. 15. The device of claim 12 , further comprising a fuel canister containing the fuel supply and attached to the flame bowl suspended at least partially within the torch body. 16. The device of claim 15 , wherein the fuel canister is connected to the flame bowl by a threaded fitting. 17. The device of claim 12 , wherein the support comprises a heated dissipating perforated metal support. 18. The device of claim 12 , wherein the support comprises a heat isolating bridge. 19. The device of claim 12 , wherein the flame bowl is supported entirely below any portion of the second shroud on the torch body. 20. The device of claim 12 , wherein the flame bowl is supported at least partially above the second shroud on the torch body.
