Various embodiments of the invention provide a buoy and system for monitoring divers and other underwater objects. In many embodiments, the buoy has capabilities to monitor a diver, obtain position information about the diver and use that information to move itself to an effective range for continued monitoring. The buoy can connect and communicate with a communication device attached to a diver to communicate, position, biometric and other data. In one embodiment, the buoy comprises a propulsion system for propelling the buoy, an acoustic communication module for communicating with the diver and a propulsion controller for controlling the propulsion system to move to the effective range. Other embodiments provide a power generation system using a power generating buoy comprising an inertial weight, an energy converter and a connecting linkage. The system may comprise a single or multiple buoys and can include an electrical storage such as an electrical battery.

What is claimed is: 1. A self-propelled buoy for communication with an underwater object, the buoy comprising: a propulsion system for propelling the buoy; an acoustic communication module configured to at least receive acoustic communications from a communication device that is associated with an object located in water underneath the buoy; and a propulsion controller that identifies, from the acoustic communications received by the acoustic communication module, position information for the communication device of the underwater object, wherein the propulsion controller outputs control information to control the propulsion system of the buoy to stay within a selected distance of the object, and wherein the propulsion controller includes a power savings mode for conserving power based on the selected distance. 2. The buoy of claim 1 , wherein the communication device is attached to the underwater object. 3. The buoy of claim 1 , wherein the propulsion controller comprises at least one of a microprocessor, a processor running a software program, a state machine, an analog controller, or a servo controller. 4. The buoy of claim 1 , wherein the selected distance is an effective communication range between the communication device and the acoustic communication module. 5. The buoy of claim 1 , wherein the acoustic communication module establishes a link with the communication device. 6. The buoy of claim 5 , wherein the acoustic communication module is configured to detect identification information transmitted by the communication device, and wherein the identification information is processed by the acoustic communication module to establish the link. 7. The buoy of claim 6 , wherein the identification information comprises an acoustic signature unique to the communication device. 8. The buoy of claim 1 , wherein the position information comprises at least one of a latitude and longitude of the underwater object, a depth of the underwater object in a body of water beneath the buoy, an absolute distance between the underwater object and the buoy, a velocity of the underwater object, or a velocity of the buoy. 9. The buoy of claim 1 , wherein the buoy includes signal processing means for processing the acoustic communications to reduce acoustic interference from the propulsion system to allow the acoustic communication module to communicate with the communication device when the propulsion system is on. 10. The buoy of claim 1 , wherein the propulsion system is arranged and configured to reduce acoustic interference from the propulsion system to allow the acoustic communication module to communicate with the communication device when the propulsion system is on. 11. The buoy of claim 1 , wherein the acoustic communications include biometric information relating to a diver. 12. The buoy of claim 1 , further comprising a stabilization element coupled to a body portion of the buoy for vertically stabilizing the buoy. 13. The buoy of claim 12 , wherein the buoy includes an accelerometer for sensing movement of the buoy in at least one axis. 14. The buoy of claim 13 , wherein a signal from the accelerometer is used by the stabilization element to vertically stabilize the buoy. 15. The buoy of claim 1 , wherein the propulsion controller is configured to maintain the buoy within the selected distance using minimal power consumption by the propulsion system. 16. The buoy of claim 1 , wherein the propulsion system powers on only when the buoy is at or near the selected distance. 17. The buoy of claim 16 , wherein the propulsion system powers on in order to maneuver the buoy within an effective communication range between the communication device and the acoustic communication module. 18. The buoy of claim 1 , wherein linear optimization or non-linear optimization may be utilized to calculate an optimal distance to maintain the buoy from a diver in order to minimize power consumption based on at least a current of the water and a movement of the diver. 19. The buoy of claim 1 , wherein the buoy automatically enters the power savings mode when a charge of a battery power supply of the buoy falls below a threshold level.
