What is claimed is: 1. A method for updating web resources, comprising operating a processor to: extract web resources from an application to local files in response to an initial start-up up of said application; download updates to said web resources to said local files from an external server; and run said application using contents from said local files. 2. The method of claim 1 , wherein said application, as downloaded to said system, comprises machine readable instructions to extract the web resources which are pre-packaged in the downloaded application. 3. The method of claim 1 , further executing a private browser of said application for accessing said web resources of said local files. 4. The method of claim 1 , further comprising querying said external server to identify said updates in response to any of start-up of said application, an expiration of a run time of said system, a change in a foreground/background status of said application, a closure of said application, or combinations thereof. 5. The method of claim 1 , further comprising downloading specific updates specific to a client device that override common updates that are compatible with multiple client devices. 6. The method of claim 1 , further comprising, upon an initial startup of said application, using only said web resources extracted from said application and, upon a subsequent application startup, querying the external server for an update to said web resources. 7. The method of claim 1 , further comprising recognizing a resource indicator of an update in response to downloading that update from said external server, wherein said resource indicator is a web resource version identification. 8. The method of claim 1 , further comprising recognizing a resource indicator of an update in response to downloading that update from said external server, wherein said resource indicator is a target operating system identification. 9. The method of claim 1 , further comprising using an older version of said web resources from said local files while an update is downloading. 10. The method of claim 1 , further comprising distinguishing between updates that include specific updates that are targeted to a specific operating system and common updates that are targeted to multiple operating systems. 11. The method of claim 1 , further comprising overriding any a common update with a specific update in response to a conflict between said common and specific updates. 12. The method of claim 1 , further comprising providing an interface for the application with a native container in which said application and local files operate. 13. A method for updating web resources, the method comprising producing a computer program product, comprising a non-transitory computer readable storage medium, said computer readable storage medium comprising computer readable program code embodied therewith, said computer readable program code comprising: computer readable program code to extract web resources from an application to local files in response to an initial start-up of said application; computer readable program code to download updates to said web resources to said local files from an external server; and computer readable program code to run said application using contents from said local files. 14. The method of claim 13 , further comprising producing the computer program product computer with readable program code to query said external server to identify said updates. 15. The method of claim 13 , further comprising producing the computer program product computer with computer readable program code to recognize a resource indicator of said updates in response to downloading updates from said external server. 16. The method of claim 13 , further comprising computer readable program code to run said application during subsequent start-up during a period of non-connectivity with said external server. 17. The method of claim 13 , further comprising producing the computer program product computer with computer readable program code to read said updates that include specific updates that are targeted to a specific operating system and to read common updates that are targeted to multiple operating systems. 18. The method of claim 17 , further comprising producing the computer program product computer with computer readable program code to override said common updates with said specific updates in response to a conflict between said common and specific updates. 19. A method for updating web resources, comprising operating a processor to: download an application comprising web resources; extract said web resources from said application to permanent local files in response to an initial start-up of said application; query an external server to identify updates to said web resources, said updates comprising a resource indictor comprising an identification for an operating system of said client device; download updates to said web resources to said permanent local files from said external server; and run said application using contents from said local files. 20. The method of claim 19 , wherein said resource indicator also comprises a web resource version identification. 21. The method of claim 19 , further comprising operating the processor to run said application during a non-connectivity period with said external server. 22. The method of claim 19 , comprising operating the processor to process said application and local files in a native container on the client device, said native container providing an interface for the application wherein downloading updates to said web resources to said local files from an external server includes an update bundle marked with a native container identification with which the client device determines for which version of the native container the update applies.
