What is claimed: 1. A method implemented by a wireless transmit receive unit (WTRU), the method comprising: the WTRU receiving a radio resource control (RRC) message, the RRC message comprising a discontinuous reception (DRX) configuration, the DRX configuration comprising an indication of a DRX cycle periodicity and an indication of a length of a DRX minimum active period; the WTRU receiving a data indication signal during the DRX minimum active period of a DRX cycle, the data indication signal indicating that downlink data is to be sent to the WTRU; the WTRU receiving the downlink data; the WTRU receiving a medium access control (MAC) message comprising a DRX activation message; and the WTRU resuming DRX operation based on receiving the MAC message comprising the DRX activation message. 2. The method as in claim 1 , wherein the MAC message comprising the DRX activation message indicates that the WTRU can go to sleep until the start of a subsequent DRX cycle. 3. The method as in claim 1 , wherein the MAC message comprising the DRX activation message indicates that the WTRU can go to sleep for a predetermined period of time. 4. The method as in claim 1 , wherein the WTRU performs DRX in accordance with the DRX configuration while in an RRC_CONNECTED state. 5. The method as in claim 1 , wherein the data indication signal is received via a Layer 1 control channel. 6. The method as in claim 5 , further comprising the WTRU monitoring the Layer 1 control channel during the minimum active period of the DRX cycle. 7. The method as in claim 6 , wherein the WTRU goes to sleep at the end of the minimum active period of the DRX cycle on condition that no data indication signal is received during the minimum active period of the DRX cycle. 8. The method as in claim 7 , wherein the WTRU goes to sleep until a start of a next DRX cycle. 9. The method as in claim 1 , wherein the DRX configuration comprises an indication of a DRX cycle start time. 10. The method as in claim 9 , wherein the minimum active period of a DRX cycle begins at a time indicated by the DRX cycle start time. 11. A wireless transmit receive unit (WTRU), the WTRU comprising a processor and memory, the WTRU configured to: receive a radio resource control (RRC) message, the RRC message comprising a discontinuous reception (DRX) configuration, the DRX configuration comprising an indication of a DRX cycle periodicity and an indication of a length of a DRX minimum active period; receive a data indication signal during the DRX minimum active period of a DRX cycle, the data indication signal indicating that downlink data is to be sent to the WTRU; receive the downlink data; receive a medium access control (MAC) message comprising a DRX activation message; and resume DRX operation based on receiving the MAC message comprising the DRX activation message. 12. The WTRU as in claim 11 , wherein the MAC message comprising the DRX activation message indicates that the WTRU can go to sleep until the start of a subsequent DRX cycle. 13. The WTRU as in claim 11 , wherein the downlink data is received via a downlink shared channel. 14. The WTRU as in claim 11 , wherein the WTRU is configured to perform DRX in accordance with the DRX configuration while in an RRC_CONNECTED state. 15. The WTRU as in claim 11 , wherein the data indication signal is received via a Layer 1 control channel. 16. The WTRU as in claim 15 , wherein the WTRU is configured to monitor the Layer 1 control channel during the minimum active period of the DRX cycle. 17. The WTRU as in claim 16 , wherein the WTRU is configured to go to sleep at the end of the minimum active period of the DRX cycle on condition that no data indication signal is received during the minimum active period of the DRX cycle. 18. The WTRU as in claim 11 , wherein the DRX configuration comprises an indication of a DRX cycle start time. 19. The WTRU as in claim 18 , wherein the minimum active period of a DRX cycle begins at a time indicated by the DRX cycle start time. 20. A device comprising a processor and memory, the device configured to: send a radio resource control (RRC) message to a wireless transmit receive unit (WTRU), the RRC message comprising a discontinuous reception (DRX) configuration, the DRX configuration comprising an indication of a DRX cycle periodicity and an indication of a length of a DRX minimum active period; send a data indication signal, the data indication signal indicating that downlink data is to be sent to the WTRU; send the downlink data; and send a medium access control (MAC) message comprising a DRX activation message, the MAC message comprising the DRX activation message indicating indication that the WTRU can resume DRX operation.
