A wireless device is enabled to provide offers. The wireless device receives card data for a financial account card and stores the card data in a memory associated with the wireless device. Responsive to using the card data in a transaction at a first merchant location, the wireless device receives transaction line-item data from a computing system associated with the first merchant location. The wireless device determines merchant information for a second merchant location and determines an offer associated with the second merchant location based on the line-item data and the merchant information for the second merchant. The wireless device presents the offer when the wireless device is near the second merchant location.

What is claimed is: 1. An offer system for a wireless device, comprising: a computing system configured to receive over a communication network: transaction data for at least one prior transaction associated with a user of the wireless device; and information indicating a current location of the wireless device; an offer database storing one or more offers associated with an identifier of goods or services redeemable at a merchant location; one or more processors configured to execute programmable instructions to: determine, based on the received information indicating the current location of the wireless device, an offer from the one or more offers that is redeemable at the merchant location when the merchant location is within a predetermined distance of the current location of the wireless device, the offer being determined based on the transaction data for at least one prior transaction associated with the user of the wireless device; wherein the computing system is further configured to transmit, over the communication network, the determined offer to the wireless device. 2. The system of claim 1 , wherein the transaction data for at least one prior transaction includes transaction line item data comprising at least one of an identifier of goods or services purchased in a prior transaction or an identifier of a merchant associated with the prior transaction. 3. The system of claim 2 , wherein the one or more processors is configured to identify the offer based on a comparison of the plurality of offers with the identifier of goods or services purchased in the prior transaction. 4. The system of claim 2 , wherein the one or more processors is configured to identify the offer based on a comparison of the plurality of offers with the identifier of a merchant associated with the prior transaction. 5. The system of claim 4 , wherein a merchant for which the offer is redeemable has the same identifier of as the merchant associated with the prior transaction. 6. The system of claim 1 , wherein the one or more processors is configured to determine that the merchant location is within the predetermined distance of the current location of the wireless device based on merchant information received from the wireless device. 7. The system of claim 6 , wherein the merchant information is received from the wireless device when the wireless device is within a range to wirelessly receive the merchant information from the merchant location. 8. The system of claim 1 , further comprising a location database storing location information for a plurality of merchants, wherein the one or more processors is configured to communicate with the location database to determine that the merchant location is within the predetermined distance of the current location of the wireless device. 9. The system of claim 8 , wherein the one or more processors is configured to query the location database based on GPS data received from the wireless device to determine that the merchant location is within the predetermined distance of the current location of the wireless device. 10. The system of claim 1 , wherein the one or more processors is configured to identify the applicable offer based on a time of day when the wireless device is within the predetermined distance. 11. The system of claim 2 , wherein the transaction line item data is received from a merchant computing system associated with the merchant associated with the prior transaction. 12. The system of claim 2 , wherein the transaction line item data is received from the wireless device. 13. A computer-implemented method comprising steps performed by a computer processor, the steps comprising: receiving transaction data for at least one prior transaction associated with a user of the wireless device; receiving information indicating a current location of the wireless device; determining, based on the received the information indicating the current location of the wireless device, an offer that is redeemable at a merchant location that is within a predetermined distance of the current location of the wireless device, the offer being determined based on the transaction data for at least one prior transaction associated with the user of the wireless device; transmitting the determined offer to the wireless device. 14. The computer-implemented method of claim 13 , wherein the transaction data for at least one prior transaction includes transaction line item data comprising at least one of an identifier of goods or services purchased in a prior transaction or an identifier of a merchant associated with the prior transaction. 15. The computer-implemented method of claim 14 , further comprising identifying the offer is based on a comparison of the plurality of offers with the identifier of goods or services purchased in the prior transaction. 16. The computer-implemented method of claim 14 , further comprising identifying the offer is based on a comparison of the plurality of offers with the identifier of a merchant associated with the prior transaction. 17. The computer-implemented method of claim 16 , wherein the merchant for which the offer is redeemable has the same identifier as the merchant associated with the prior transaction. 18. The computer-implemented method of claim 13 , wherein determining the merchant location that is within the predetermined distance of the current location of the wireless device is based on merchant information received from the wireless device. 19. The computer-implemented method of claim 18 , wherein the merchant information is received from the wireless device when the wireless device is within a range to wirelessly receive the merchant information from the merchant location. 20. The computer-implemented method of claim 13 , further comprising communicating with a location database to determine the merchant location that is within the predetermined distance of the current location of the wireless device.
