What is claimed is: 1. An oral care composition comprising: (a) water; (b) 0.1% to 4% of a polyethylene glycol (PEG) by weight of the composition; wherein the PEG has an average molecular weight range from 400 Daltons to 800 Daltons; (c) 0.001% to 5% of a flavorant composition by weight of the oral care composition wherein the flavorant composition has a Dielectric Constant (DEC) from 1 to 8; and wherein the flavorant composition has a Water Number (WN) from 1 to 25; wherein the flavorant composition is comprised of flavor ingredients wherein at least 50% of the said ingredients by weight of the flavorant composition have a ClogP value of at least 3.06 and higher; wherein the flavorant composition comprises from 45% to 95% of L-menthol by weight of the flavorant composition; and wherein the composition comprises less than 0.5%, by weight of the composition, of a humectant selected from glycerin, sorbitol, xylitol, butylene glycol, propylene glycol, and combinations thereof. 2. The composition of claim 1 , wherein the PEG has an average molecular weight range from 500 Daltons to 700 Daltons. 3. The composition of claim 1 , wherein the flavorant composition is comprised of flavor ingredients wherein from 65% to 95% of the flavor ingredients by weight of the flavorant composition have a ClogP value from 4.26 to 6. 4. The composition according to claim 1 having a pH is greater than pH 7.8. 5. The composition according to claim 4 , wherein the pH is from 9 to 12. 6. The composition according to claim 1 , wherein the water comprises from 20% to 75% by weight of the composition. 7. The composition according to claim 1 , wherein the oral care composition is a toothpaste. 8. The composition according to claim 1 , further comprising a calcium-containing abrasive. 9. The composition according to claim 1 , wherein the oral care composition is a rinse. 10. The composition according to claim 1 , further comprising from 0.025% to 9% of a surfactant, by weight of the composition. 11. The composition of claim 1 , further comprising: (a) 0.025% to 9% of a surfactant, by weight of the composition; (b) 25% to 60% of a calcium-containing abrasive, by weight of the composition; and wherein the PEG has an average molecular weight range from 500 Daltons to 700Daltons; wherein the oral care composition is a toothpaste and has a pH from 9 to 12. 12.
