A post sleeve provides a substantially permanent base for supporting a post for a fence or sign, and from which one post can be removed and replaced with another post. The sleeve includes a concrete body that is poured on site, using a sleeve core prepositioned in the post hole, and around which wet concrete is poured. After the concrete is cured, the core is removed, leaving a post sleeve cavity configured to receive a post. The core can be rigid, or can include a flexible shell and stiffener. A preformed post sleeve top can be attached to the sleeve core and positioned therewith in the post hole, to become a permanent part of the post sleeve, once the concrete cures. A drain is attached to the core, and remains in the sleeve when the core is removed, and can be a percolation chamber, or passage extending below the sleeve.

The invention claimed is: 1. A reusable fence post sleeve formation device that is removable from a footing material after the footing material is positioned in a fence post hole in the ground to surround the reusable fence post sleeve formation device so as to form a fence post sleeve in the footing material for receiving and supporting a fence post, the reusable fence post sleeve formation device comprising: a removable sleeve core shaped to form a fence post receiving cavity of the fence post sleeve when the removable sleeve core is removed from the footing material of the fence post sleeve, the fence post receiving cavity being sized and shaped to insertably receive and support the fence post in an upright manner; and elements located on and extending in a direction parallel to a longitudinal length of an exterior of the removable sleeve core that are shaped to form longitudinal stand-off ribs including respective planar landings in the footing material of the fence post sleeve which abut all sides of the fence post and support the fence post in the upright manner when the fence post is installed in the fence post receiving cavity. 2. The device of claim 1 wherein the sleeve core comprises: an outer shell made of an elastomeric material, on which are located the elements that are shaped to form the longitudinal stand-off ribs; and a stiffener sized to fit snugly into the outer shell to prevent the shell from collapsing during formation of the fence post sleeve from pressure applied to the removable sleeve core by the footing material. 3. The device of claim 1 wherein the sleeve core is entirely rigid. 4. The device of claim 3 wherein the sleeve core has a pattern draft. 5. The device of claim 1 wherein the sleeve core comprises means for coupling a sleeve top thereto. 6. The device of claim 1 , further comprising: a plurality of notches formed in an upper portion of the sleeve core, each configured to receive a fastener, for coupling a sleeve top to the sleeve core. 7. The device of claim 1 , further comprising: a preformed fence post sleeve top removably coupled to an upper portion of the sleeve core to remain fixed in the material of the fence post sleeve upon formation. 8. The device of claim 7 wherein the preformed fence post sleeve top includes a central fence post cavity and is removably coupleable to the upper portion of the sleeve core to enable the sleeve core to be withdrawn through the central fence post cavity of the preformed fence post sleeve top while the preformed fence post sleeve top remains fixed in the material of the fence post sleeve. 9. The device of claim 1 , further comprising: a fixture at an upper end of the sleeve core by which the sleeve core is held in a fixed position and orientation while the fence post sleeve is formed around the sleeve core. 10. The device of claim 1 wherein an end of the sleeve core includes socket features shaped to form at least one socket in the fence post sleeve to receive a bottom end of the fence post. 11. The device of claim 10 wherein the sleeve core includes elements shaped to form stops in the fence post sleeve to control an insertion depth of the fence post within the fence post sleeve. 12. The device of claim 1 , further comprising: a chamber form coupled to a lower end of the sleeve core and being sized and shaped to form a drainage chamber in the material of the fence post sleeve beneath the fence post receiving cavity. 13. The device of claim 1 wherein a cross-sectional profile of the fence post receiving cavity defined by the planar landings of the longitudinal stand-off ribs is sized to receive a standard 3½×3½ inch fence post. 14. A reusable fence post sleeve formation device that is removable from a footing material after the footing material is positioned in a fence post hole in the ground to surround the reusable fence post sleeve formation device so as to form a fence post sleeve in the footing material for receiving and supporting a fence post, the reusable fence post sleeve formation device comprising: a removable shell made of a flexible elastomeric material, the removable shell including an upper end and a lower end opposite the upper end, the removable shell including an internal cavity with an opening at the upper end, and the removable shell including an exterior profile shaped to form a fence post receiving cavity of the fence post sleeve when the removable shell is removed from the footing material of the fence post sleeve, the fence post receiving cavity being sized and shaped to insertably receive and support the fence post in an upright manner, wherein the exterior profile of the removable shell includes elements shaped to form stand-off ribs including respective planar landings of the fence post sleeve, the planar landings of the stand-off ribs defining a cross-sectional profile of the fence post receiving cavity within which to receive the fence post; and a removable stiffener sized and shaped to fit in the internal cavity of the removable shell and prevent the removable shell from collapsing during formation of the fence post sleeve from pressure applied to the removable shell by the footing material. 15. The reusable fence post sleeve formation device of claim 14 wherein the removable shell includes socket features at the lower end shaped to form at least one socket in the fence post sleeve for receiving a bottom end of the fence post. 16. The reusable fence post sleeve formation device of claim 14 , further comprising: a chamber form coupled to the lower end of the removable shell or the removable stiffener and being sized and shaped to form a drainage chamber in the material of the fence post sleeve beneath the fence post receiving cavity. 17. The reusable fence post sleeve formation device of claim 14 wherein the removable shell includes elements shaped to form stops in the fence post sleeve to control an insertion depth of the fence post within the fence post sleeve. 18. The reusable fence post sleeve formation device of claim 14 wherein the exterior profile of the removable shell includes drain channel forming elements orientated lengthwise, the drain channel forming elements being shaped to form longitudinally oriented drain channels in the material used to form the fence post sleeve around the removable shell. 19. The reusable fence post sleeve formation device of claim 14 including a fixture at the upper end of the removable stiffener to fix a position and an orientation of the removable shell and the removable stiffener while the fence post sleeve is formed around the removable shell. 20. The reusable fence post sleeve formation device of claim 14 wherein the cross-sectional profile of the fence post receiving cavity defined by the planar landings of the stand-off ribs is sized to receive a standard 3½×3½ inch fence post. 21. The device of claim 10 wherein the socket features are shaped to form at least one socket in the fence post sleeve to receive a bottom end of a square fence post and to receive a bottom end of a round fence post.
