A satellite communication system comprises a satellite configured to provide a plurality of spot beams adapted for communication using time domain beam hopping to switch throughput among spot beams of the plurality of spot beams. The plurality of spot beams includes a first spot beam that illuminates and communicates with a first gateway and a first set of subscriber terminals. The satellite is configured to implement a beam hopping plan that during a hopping period provides throughput to the first spot beam for an aggregated time duration based on bandwidth assignments to the first gateway and the first set of subscriber terminals.

What is claimed is: 1. A method for operating a satellite, comprising: providing a plurality of spot beams from a non-geostationary satellite, the plurality of spot beams includes a first spot beam configured to illuminate and communicate with a first gateway and multiple subscriber terminals, the plurality of spot beams share a common frequency bandwidth; performing time domain beam hopping for the plurality of spot beams including operating the plurality of spot beams to use the common frequency bandwidth at different times with the common frequency bandwidth hopping between spot beams of the plurality of spot beams at intervals of an epoch over a hopping period; and assigning a set of epochs to the first spot beam for the hopping period, the set of epochs include time for communicating with the first gateway over the first spot beam and time for communicating with subscriber terminals over the first spot beam. 2. The method of claim 1 , wherein: the performing time domain beam hopping for the plurality of spot beams includes providing throughput to multiple gateways over time that are geographically separated from each other. 3. The method of claim 1 , wherein: the plurality of spot beams includes a second spot beam configured to illuminate a second gateway and multiple subscriber terminals; the plurality of spot beams includes a third spot beam configured to illuminate multiple subscriber terminals; the performing time domain beam hopping for the plurality of spot beams comprises implementing the beam hopping plan such that during the hopping period throughput is provided to the second spot beam for a total time duration based on bandwidth assignments of the second gateway and subscriber terminals; and the performing time domain beam hopping for the plurality of spot beams further comprises time multiplexing the multiple subscriber terminals of the third spot beam between communication with the first gateway and the second gateway. 4. The method of claim 1 , further comprising: communicating with a second gateway in a steerable spot beam that does not implement beam hopping. 5. The method of claim 1 , further comprising: providing an additional beam from the satellite that illuminates a second gateway, the plurality of spot beams includes another spot beam configured to illuminate multiple subscriber terminals; and multiplexing the multiple subscriber terminals of the another spot beam between communication with the first gateway and the second gateway. 6. The method of claim 1 , wherein: the gateway is on a planet surface; and the method further comprising changing the hopping plan in orbit while the satellite moves in relation to the planet surface. 7. The method of claim 1 , wherein: each epoch includes an active time, a late arrival window, a payload reconfigure time and an early arrival window; during the active time of a current epoch, the satellite is transmitting data for the current epoch; during the late arrival time, the satellite is transmitting data that arrived late for the current epoch; during the payload reconfigure time, the satellite is configuring its routing paths for a next epoch; and during the early arrival window, the satellite is transmitting data that arrived early for the next epoch. 8. The method of claim 1 , wherein: the providing a first plurality of spot beams and performing time domain beam hopping for the plurality of spot beams are performed separately and concurrently by multiple satellites using a same beam map and traveling along a same orbital path. 9. The method of claim 1 , wherein: the performing time domain beam hopping for the plurality of spot beams further includes providing throughput to the first spot beam for a non-continuous set of multiple epochs that form the aggregated time duration. 10. The method of claim 1 , wherein: each epoch includes an active time, a late arrival window and an early arrival window; during the active time of a current epoch, the satellite is transmitting data for the current epoch; during the late arrival time, the satellite is transmitting data that arrived late for the current epoch; and during the early arrival window, the satellite is transmitting data that arrived early for the next epoch. 11. A satellite communication system, comprising: a non-geostationary satellite configured to provide a plurality of spot beams adapted for communication using time domain beam hopping to switch throughput among spot beams of the plurality of spot beams, the plurality of spot beams includes a first spot beam that illuminates and communicates with a first gateway and a first set of subscriber terminals, the non-geostationary satellite is configured to provide throughput to the first spot beam for an aggregated time duration based on bandwidth assignment of the first gateway in the first spot beam and bandwidth assignments of the multiple subscriber terminals in the first spot beam by moving throughput between spot beams of the plurality of spot beams at intervals of an epoch over a repeating hopping period according to a repeating hopping plan, a number of epochs that the first spot beam is active during the hopping period includes time for communicating with the first gateway over the first spot beam and time for communicating with the multiple subscriber terminals over the first spot beam. 12. The satellite communication system of claim 11 , wherein: the satellite includes a spectrum routing network that is configured to selectively connect the first spot beam to a second spot beam of the plurality of spot beams to provide a communication path from multiple gateways over time to different subscriber terminals over time in the second spot beam. 13. The satellite communication system of claim 11 , wherein: the plurality of spot beams are non-articulated spot beams that are fixed in position relative to the satellite; the satellite further comprises a steerable spot beam adapted for communication with multiple gateways; the satellite further includes a spectrum routing network configured to selectively connect the first spot beam to a second spot beam of the plurality of spot beams to provide a first forward path from the first gateway to subscriber terminals in the second spot beam; and the spectrum routing network is configured to selectively connect the steerable spot beam to one or more spot beams of the plurality of spot beams to provide a second forward path from a second gateway serviced by the steerable spot beam to subscriber terminals in the one or more spot beams. 14. The satellite communication system of claim 11 , wherein: the plurality of spot beams includes a second spot beam configured to illuminate a second gateway and multiple subscriber terminals; the plurality of spot beams includes a third spot beam configured to illuminate multiple subscriber terminals; the satellite performs time domain beam hopping for the plurality of spot beams by implementing the beam hopping plan such that during the hopping period throughput is provided to the second spot beam for a total time duration based on bandwidth assignments of the second gateway and subscriber terminals; and the satellite performs time multiplexing of the multiple subscriber terminals of the third spot beam between communication with the first gateway and the second gateway. 15. The satellite communication system of claim 11 , wherein: the plurality of spot beams include an additional beam from the satellite that illuminates a second gateway, the plurality of spot beams includes another spot beam configured to illuminate multipl
