A process to prepare polycarbamate comprising adding urea to a polyol in the presence of at least one catalyst selected from the group consisting of compounds having the following formula M m Z n ; wherein M is a tetravalent metal, and Z is an anionic functionality or a functionality capable of forming a covalent bond with M and wherein n times a valence number of Z equals X and m times four equals Y wherein the absolute value of X equals the absolute value of Y is provided. Also provided are a polycarbamate produced according to the process and a coating composition comprising the polycarbamate.

We claim: 1. A process to prepare polycarbamate comprising: adding urea to an acrylic polyol in the presence of at least one catalyst selected from the group consisting of Titanium(IV) isopropoxide, Zr(IV) acetylacetonate, and Zirconium (IV) 2-ethylhexanoate, wherein the process exhibits equal to or greater than 50% hydroxyl conversion at a reaction time from 10 to 20 hours and a reaction temperature from 138-142° C., to form a polycarbamate polymer, and separating a solid reaction product wherein the solid reaction product contains less than 2.5 wt % combined amounts of biuret, cyanuric acid and polyallophanate. 2. The process according to claim 1 , wherein a second catalyst selected from the group consisting of carbamylation catalysts is present. 3. The process according to claim 2 , wherein the second catalyst is dibutyltin oxide and/or dibutyltin acetate. 4. A polycarbamate produced according to the process of claim 1 , wherein said polycarbamate includes less than 2.5 wt % of combined amounts of biuret, cyanuric acid and polyallophanate. 5. A coating comprising the polycarbamate according to claim 1 . 6. The polycarbamate of claim 4 , wherein a 100% solids product of the polycarbamate comprises less than 1 wt % of total biuret, cyanuric acid, and polyallophanate.
