A method and an apparatus for performing random access and uplink transmission of a User Equipment (UE) supporting Carrier Aggregation (CA) are provided. The method includes determining whether a Scheduling Request (SR) is pending, determining, when the SR is pending, whether an uplink transmission resource is available in a current Transmission Time Interval (TTI), determining, when the uplink transmission resource is not available, whether a Physical Uplink Control Channel (PUCCH) resource is configured for transmission of the SR, and initiating, when the PUCCH resource is not configured, a random access process in a primary cell. The random access method and apparatus of the present invention is advantageous to reduce the waste of transmission resources.

What is claimed is: 1. A method by a terminal, the method comprising: determining whether a scheduling request (SR) is pending; determining whether a physical uplink control channel (PUCCH) resource is configured for the SR; initiating, if the PUCCH resource is not configured for the SR, a random access process in a primary cell; determining, if the PUCCH resource is configured for the SR, whether the PUCCH resource does not overlap with a measurement gap and whether a timer is not running; comparing, if the PUCCH resource is configured for the SR and the PUCCH resource does not overlap with the measurement gap and the timer is not running, an SR transmission times counter with a threshold value of SR transmission; and initiating, if the SR transmission times counter is equal to or greater than the threshold value of SR transmission, the random access process in the primary cell. 2. The method of claim 1 , further comprising: releasing, if the SR transmission times counter is equal to or greater than the threshold value of SR transmission, at least one of a PUCCH and a sounding reference signal (SRS). 3. The method of claim 1 , further comprising: transmitting, if the SR transmission times counter is less than the threshold value of SR transmission, the SR based on the PUCCH resource. 4. The method of claim 3 , further comprising: increasing, if the SR transmission times counter is less than the threshold vale of SR transmission, the SR transmission times counter by 1; and starting, if the SR transmission times counter is less than the maximum threshold vale of SR transmission, the timer. 5. The method of claim 1 , wherein, if the SR is triggered, the SR is considered as pending until the SR is cancelled. 6. The method of claim 5 , further comprising: triggering, if a buffer status report (BSR) is triggered, the SR; and canceling, if a media access control packet data unit (MAC PDU) includes the BSR, the SR. 7. A terminal comprising: a transceiver configured to transmit and receive a signal; and a controller configured to: determine whether a scheduling request (SR) is pending, determine whether a physical uplink control channel (PUCCH) resource is configured for the SR, initiate, if the PUCCH resource is not configured for the SR, a random access process in a primary cell, determine, if the PUCCH resource is configured for the SR, whether the PUCCH resource does not overlap with a measurement gap and whether a timer is not running, compare, if the PUCCH resource is configured for the SR and the PUCCH resource does not overlap with the measurement gap and the timer is not running, an SR transmission times counter with a threshold value of SR transmission, and initiate, if the SR transmission times counter is equal to or greater than the threshold value of SR transmission, the random access process in the primary cell. 8. The terminal of claim 7 , wherein the controller is further configured to release, if the SR transmission times counter is equal to or greater than the threshold value of SR transmission, at least one of a PUCCH and a sounding reference signal (SRS). 9. The terminal of claim 7 , wherein the controller is further configured to transmit, if the SR transmission times counter is less than the threshold value SR transmission, the SR based on the PUCCH resource. 10. The terminal of claim 9 , wherein, if the SR transmission times counter is less than the threshold value SR transmission, the controller is further configured to increase the SR transmission times counter by 1 and to start the timer. 11. The terminal of claim 7 , wherein, if the SR triggered, the SR is considered as pending until the SR is cancelled. 12. The terminal of claim 11 , wherein the controller is further configured to: trigger, if a buffer status report (BSR) is triggered, the SR, and cancel, if a media access control packet data unit (MAC PDU) includes the BSR, the SR.
