An apparatus and a method for transmitting multimedia data in a broadcast system are provided. A method for constructing a payload for a multimedia frame to be transmitted via a heterogeneous network, in a broadcast system that supports an Internet protocol-based multimedia service, includes dividing the data so as to transmit data of at least one media type and constructing a data region based on each datum of the divided data, constructing a header region including information on the state of the data contained in the data region and/or information on the data region, and combining the data region and the header region to construct a payload for the multimedia frame.

The invention claimed is: 1. A method for transmitting data in a broadcasting system, the method comprising: configuring media data of media content into a data unit; configuring a payload for transmission of the media data; and transmitting the payload, wherein, if the data unit is fragmented, the payload includes a fragment data unit and a first fragment indicator indicating a type of the fragment data unit which is included in the payload, wherein, if the data unit is not fragmented, the payload includes at least one complete data unit and a second fragment indicator indicating that the payload includes the at least one complete data unit, wherein the payload includes information indicating whether the data unit is aggregated with another data unit, wherein the payload includes information on a length of the payload, and wherein the payload includes a sequence number of the data unit. 2. The method of claim 1 , wherein the first fragment indicator indicates that the fragment data unit is one of a first fragment, a last fragment, and other fragment than the first and the last fragment. 3. A method for transmitting data in a broadcasting system, the method comprising: configuring media data of media content into a data unit; configuring a payload for transmission of the media data; and transmitting the payload, wherein the payload comprises: a first fragment indicator on a type of a fragment data unit in the payload, length information on the payload, aggregation information on whether the data unit is aggregated with another data unit, and sequence number information on the data unit, wherein if the data unit is fragmented into at least one fragment data unit, the first fragment indicator indicates the fragment data unit which is included in the payload, and wherein if the data unit is not fragmented, the payload comprises a second fragment indicator indicates that the payload includes at least a complete data unit. 4. The method of claim 3 , wherein the first fragment indicator indicates that the fragment data unit is one of a first fragment, a last fragment, and other fragment than the first and the last fragment.
