The invention claimed is: 1. A conductor, comprising: a substrate; and a conductive coating film laminated on the substrate, wherein the conductive coating film has a surface resistance value of 5×10 10 Ω/□ or less, the conductive coating film has a surface roughness (Ra 1 ) measured by a stylus profiler of 0.7 nm or less, and a surface roughness (Ra 2 ) measured by a scanning probe microscope of 0.35 nm or less, and the conductive coating film is formed by a process comprising drying a conductive composition comprising a conductive polymer (A) and a surfactant (B), wherein the surfactant (B) comprises a water-soluble polymer (C) having a nitrogen-comprising functional group and a terminal hydrophobic group and having a molecular weight ranging from 500 to 1500, and the surfactant (B) comprises a compound (D1) with an octanol-water partition coefficient (Log Pow) of 4 or more such that an amount of the compound (D1) in the conductive composition is 0.001 mass % or less, relative to the total mass of the conductive composition. 2. The conductor according to claim 1 , wherein the conductive polymer (A) has an acidic group. 3. The conductor according to claim 2 , wherein the acidic group is at least one selected from the group consisting of a sulfonic acid group and a carboxyl group. 4. The conductor according to claim 2 , wherein the acidic group is a sulfonic acid group. 5. The conductor according to claim 2 , wherein the acidic group is a carboxyl group. 6. The conductor according to claim 2 , wherein the acidic group is a sulfonic acid group and a carboxyl group. 7. The conductor according to claim 1 , wherein the conductive polymer (A) has a monomer unit represented by formula (1) wherein R 1 to R 4 each independently represents a hydrogen atom, a straight-chain or branched-chain alkyl group having 1 to 24 carbon atoms, a straight-chain or branched-chain alkoxyl group having 1 to 24 carbon atoms, an acidic group, a hydroxyl group, a nitro group or a halogen atom, and at least one of R 1 to R 4 represents an acidic group or salt thereof. 8. The conductor according to claim 7 , wherein the acidic group is a sulfonic acid group or a carboxyl group.
