What is claimed is: 1. A system comprising: a server in communication with a network; and a computing device, in communication with the server via the network, comprising one or more processors and memory storing instructions that, when executed by the one or more processors, cause the computing device to: receive an advertisement; receive rules that indicate: a prohibition associated with obscuring a first portion of the advertisement; and a permission associated with obscuring a second portion of the advertisement; cause display of the advertisement via a display device in communication with the computing device; receive, during the display of the advertisement, a request to obscure at least a part of the advertisement; and cause, based on the rules, altered display of the advertisement such that the second portion of the advertisement is obscured and the first portion of the advertisement is not obscured. 2. The system of claim 1 , wherein the instructions, when executed by one or more processors, further cause the computing device to: generate an advertisement effectiveness report for the advertisement, wherein the report indicates that the advertisement was obscured. 3. The system of claim 2 , wherein the instructions, when executed by the one or more processors, further cause the computing device to generate the report such that the report indicates one or more of a time at which the advertisement was obscured or a portion of the advertisement that was obscured. 4. The system of claim 2 , wherein the instructions, when executed by the one or more processors, further cause the computing device to: cause transmission of the advertisement effectiveness report to the server. 5. The system of claim 4 , wherein the server comprises one or more processors and memory storing instructions that, when executed by the one or more processors of the server, cause the server to transmit the advertisement effectiveness report to one or more computing devices remote from the server. 6. The system of claim 1 , wherein the advertisement further comprises a configuration file, wherein the configuration file comprises instructions concerning the display of the advertisement. 7. The system of claim 6 , wherein the instructions, when executed by the one or more processors, further cause the computing device to cause the altered display based on the configuration file. 8. The system of claim 1 , wherein the instructions, when executed by the one or more processors, further cause the computing device to cease the altered display after determining that the second portion of the advertisement is no longer obscured. 9. The system of claim 1 , wherein the rules indicate one or more applications that are authorized to obscure the advertisement. 10. A method comprising: receiving, by a computing device, an advertisement; receiving, by the computing device, information indicating one or more prohibitions associated with obscuring a first portion off the advertisement; causing, by the computing device, display of the advertisement via a display device in communication with the computing device; receiving, by the computing device and during the display of the advertisement, a request to obscure the advertisement; and causing, by the computing device, after receiving the request, and based on the information indicating the one or more prohibitions associated with obscuring the first portion of the advertisement, altered display of the advertisement. 11. The method of claim 10 , further comprising: limiting change in an audio level control; or activating closed captioning. 12. The method of claim 10 , wherein the causing the altered display of the advertisement comprises one or more of: limiting change in display size; or limiting an ability of a user to minimize the display of the advertisement. 13. The method of claim 10 , further comprising: generating an advertisement effectiveness report for the advertisement, wherein the report indicates that the advertisement was obscured. 14. The method of claim 13 , wherein the report further indicates one or more of a time at which the advertisement was obscured or a portion of the advertisement that was obscured. 15. The method of claim 10 , further comprising: ceasing the altered display of the advertisement after determining that the advertisement is no longer obscured. 16. The method of claim 10 , wherein the one or more prohibitions associated with obscuring the first portion of the advertisement identify a display area that is less than an entire area of the display of the advertisement. 17. An apparatus comprising: one or more processors; and memory storing instructions that, when executed by the one or more processors, cause the apparatus to: receive an advertisement; receive information indicating one or more prohibitions associated with changing a display size of the advertisement; cause display of the advertisement via a display device in communication with the apparatus; receive, during the display of the advertisement, a request to reduce the display size of the advertisement; and cause, after receiving the request and based on the information indicating the one or more prohibitions associated with changing the display size of the advertisement, altered display of the advertisement. 18. The apparatus of claim 17 , wherein the instructions, when executed by the one or more processors, cause the apparatus to cause the altered display of the advertisement by one or more of: limiting an ability to reduce the display size of the advertisement; or placing a minimum size of the display size of the advertisement. 19. The apparatus of claim 17 , wherein the instructions, when executed by the one or more processors, cause the apparatus to cause the altered display of the advertisement by focusing the display of the advertisement on an identified portion of the advertisement.
