What is claimed is: 1. A method comprising: sending a block of code to a first web retailer to be inserted in a web site of the first web retailer; receiving, from a client that is accessing a first item provided by the web site of the first web retailer, a request for recommending one or more items related to the first item, wherein the request is generated as a result of the block of code being executed on the client, and includes an identification of the first web retailer and the first item; generating and normalizing first information based on an amount of user behavior data that is received from a group of retailers including the first web retailer and that exceeds a threshold amount; responsive to receiving the request, identifying, by one or more processors, a second item relating to the first item provided by the first web retailer based on the normalized first information that indicates an interest in the second item after accessing the first item; determining, by the one or more processors, a percentage of customers that purchased the second item after accessing the first item; determining, by the one or more processors, whether the second item is offered by the first web retailer; responsive to determining that the second item is offered by the first web retailer, providing, by the one or more processors, an indication that the second item is recommended for the first item in a first web page identifying the first item, the indication including the percentage of customers that purchased the second item after accessing the first item and a link to a second web page identifying the second item; receiving, by the one or more processors, a selection of the link to the second web page identifying the second item; and responsive to receiving the selection of the link to the second web page identifying the second item, charging the first web retailer, by the one or more processors, for providing the indication that the second item is recommended for the first item in the first web page. 2. The method of claim 1 , where the first information includes particular information indicating that a user purchased the second item and the first item together during a same online session. 3. The method of claim 1 , where the first information includes particular information indicating that a user accessed product information regarding the second item and product information regarding the first item during a same online session. 4. The method of claim 1 , further comprising receiving the user behavior data associated with a user from a toolbar of the client. 5. The method of claim 1 wherein charging the first web retailer for providing the indication that the second item is recommended for the first item is further based on whether a user purchased the second item after providing the indication to the user. 6. The method of claim 1 , wherein charging the first web retailer for providing the indication that the second item is recommended for the first item is further based on whether a user placed the second item in a shopping cart after providing the indication to the user. 7. A system comprising: one or more processors to: send a block of code to a first web retailer to be inserted in a web site of the first web retailer; receive, from a client that is accessing a first item provided by the web site of the first web retailer, a request for recommending one or more items related to the first item, wherein the request is generated as a result of the block of code being executed on the client, and includes an identification of the first web retailer and the first item; generate and normalize first information based on an amount of user behavior data that is received from a group of retailers including the first web retailer and that exceeds a threshold amount, wherein the normalized first information indicates an interest in a second item after accessing a first item; responsive to the request, determine that the first item relates to the second item based on the normalized first information, the first item being identified by a first web page associated with the first web retailer; determine a percentage of customers that purchased the second item after accessing the first item; determine whether the second item is offered by the first web retailer; responsive to determining that the second item is offered by the first web retailer, cause an indication that the second item is recommended for the first item to be included in the first web page identifying the first item, the indication including the percentage of customers that purchased the second item after accessing the first item and a link to a second web page identifying the second item; receive a selection of the link to the second web page identifying the second item; and responsive to receiving the selection of the link to the second web page identifying the second item, charge the first web retailer for causing the indication that the second item is recommended for the first item to be included in the first web page. 8. The system of claim 7 , where the first information includes particular information indicating that a user purchased the second item and the first item together during a same online session. 9. The system of claim 7 , where the first information includes particular information indicating that a user accessed product information regarding the first item and product information regarding the second item during a same online session. 10. The system of claim 7 , where the one or more processors are to receive the user behavior data associated with a user from a toolbar of the client. 11. The system of claim 7 , where charging the first web retailer for causing the indication that the second item is recommended for the first item to be included in the first web page is further based on whether a user purchased the second item after causing the indication to be included in the first web page. 12. The system of claim 7 , where charging the first web retailer for causing the indication that the second item is recommended for the first item to be included in the first web page is further based on whether a user placed the second item in a shopping cart of the user after causing the indication to be included in the first web page. 13. A non-transitory computer-readable medium storing instructions, the instructions comprising a plurality of instructions which, when executed by one or more processors, cause the one or more processors to: send a block of code to a first web retailer to be inserted in a web site of the first web retailer; receive, from a client that is accessing a first item provided by the web site of the first web retailer, a request for recommending one or more items related to the first item, wherein the request is generated as a result of the block of code being executed on the client, and includes an identification of the first web retailer and the first item; generate and normalize first information based on an amount of user behavior data that is received from a group of retailers including the first web retailer and that exceeds a threshold amount, wherein the normalized first information indicates an interest in a second item after accessing a first item; responsive to the request, determine that the first item relates to the second item based on the normalized first information, the first item being identified by a first web page associated with the first web retailer; determine a percentage of customers that purchased the second item after accessing the first item; determine whether the second item is offered by the first web retailer; responsive to
