What is claimed is: 1. A lithium ion battery, comprising: a cathode; an anode comprising a graphite; and an electrolyte formulation comprising a lithium salt; an organic solvent; and an additive comprising an allyl carbonate compound; wherein the additive forms a solid-electrolyte interphase layer on the anode. 2. The lithium ion battery of claim 1 wherein the additive comprises allyl phenyl carbonate. 3. The lithium ion battery of claim 1 wherein the additive comprises allyl methyl carbonate. 4. The lithium ion battery of claim 1 further comprising lithium bis(oxalato)borate as a second additive. 5. The lithium ion battery of claim 1 further comprising LiClO 4 as a second additive. 6. The lithium ion battery of claim 1 further comprising CsNO 3 as a second additive. 7. The lithium ion battery of claim 1 further comprising 1,4-butane sultone as a second additive. 8. The lithium ion battery of claim 1 wherein the additive comprises diallyl carbonate. 9. The lithium ion battery of claim 1 wherein an additive comprising an allyl carbonate compound at a concentration of 0.5 weight percent of the total weight of the electrolyte formulation.
