A method and device for deactivating secondary cells by a base station in a wireless communication system, the method including generating, by the BS, a MAC deactivation message for a first SCell, wherein the first SCell is associated with one or more SCells served by the BS; and transmitting, by the BS, the MAC deactivation message to a UE for deactivating the first Cell, wherein the first SCell is used for transmission of PUCCH including uplink control information for multiplexing all uplink control information of the one or more SCells associated with the first Cell, wherein the MAC deactivation message for the first SCell indicates all of the one or more SCells associated with the first SCell are deactivated.

What is claimed is: 1. A method for a base station (BS) operating in a wireless communication system, the method comprising: generating, by the BS, a Medium Access Control (MAC) deactivation message for a first Secondary Cell (SCell), wherein the first SCell is associated with one or more SCells served by the BS; and transmitting, by the BS, the MAC deactivation message to a User Equipment (UE) for deactivating the first SCell, wherein the first SCell is used for transmission of HARQ feedback including ACK/NACK information of the one or more SCells associated with the first SCell, wherein the MAC deactivation message for the first SCell indicates that all of the one or more SCells associated with the first SCell are deactivated by the UE. 2. The method according to claim 1 , further comprising: transmitting a Radio Resource Control (RRC) signaling indicating the first SCell among serving cells associated with the BS to the UE. 3. A base station (BS) operating in a wireless communication system, the BS comprising: a Radio Frequency (RF) module; and a processor configured to control the RF module, wherein the processor is configured to: generate a Medium Access Control (MAC) deactivation message for a first Secondary Cell (SCell), wherein the first SCell is associated with one or more SCells served by the BS; and transmit the MAC deactivation message to a User Equipment (UE) for deactivating the first SCell, wherein the first SCell is used for transmission of HARQ feedback including ACK/NACK information of the one or more SCells associated with the first SCell, wherein the MAC deactivation message for the first SCell indicates that all of the one or more SCells associated with the first SCell are deactivated by the UE. 4. The BS according to claim 3 , wherein the processor is further configured to: transmit a Radio Resource Control (RRC) signaling indicating the first SCell among serving cells associated with the BS to the UE.
