We claim: 1. A fastening device to operatively lock an accessory to an under bed hitch mounting system in a load bed of a vehicle, the fastening device comprising: an elongated body inserted through the accessory; a locking lug extending from the elongated body, the locking lug operatively lockable into a receiving member of the under bed hitch mounting system; a handle extending from the elongated body; and a biasing member selectively engageable by the handle to load the biasing member. 2. The fastening device of claim 1 , wherein the elongated body includes first and second ends. 3. The fastening device of claim 2 , wherein the locking lug extends from the second end and the handle is pivotally attached to the first end. 4. The fastening device of claim 1 , wherein the handle includes a cam surface that operatively engages the biasing member loading the biasing member. 5. The fastening device of claim 1 , wherein the biasing member comprises a wavy washer. 6. The fastening device of claim 1 , wherein the biasing member comprises a plurality of washers. 7. The fastening device of claim 1 , wherein the biasing member comprises a bevel spring. 8. The fastening device of claim 1 , wherein the biasing member comprises a spring washer. 9. An accessory selectively attachable to an under bed hitch mounting system of a vehicle having at least one receiving member, the accessory comprising: at least one transverse member; at least one longitudinal member coupled to the at least one transverse member; a fastener selectively engageable with the at least one longitudinal member, the fastener comprising: an elongated body configured to be inserted through at least one longitudinal member; a locking lug extending from the elongated body, the locking lug configured to operatively lock into the at least one receiving member; a handle extending from the elongated body; a biasing member selectively engageable by the handle to load the biasing member. 10. The accessory of claim 9 , wherein the biasing member is configured to pull the at least one receiving member toward the at least one longitudinal member. 11. The accessory of claim 9 , wherein the handle includes a cam surface that operatively engages the biasing member loading the biasing member. 12. The accessory of claim 9 , wherein the handle is pivotally attached with the elongated body. 13. The accessory of claim 12 , wherein the handle locks in a storage position. 14. A fastening device comprising: a body member; a handle extending from a first end of the body member; a locking lug extending from a second end of the body member, the locking lug engageable with a receiving member of an under bed hitch mounting system; and a load member operatively engaged with either of the body member and the handle, the load member configured to tighten engagement between the locking lug and the receiving member, wherein the load member comprises at least one of a bevel spring, a wavy washer, a spring washer and a plurality of washers. 15. The fastening device of claim 14 , wherein the handle includes a cam surface, the cam surface applying a load to the load member. 16. The fastening device of claim 14 , wherein the handle includes an engaging portion engageable with an accessory selectively attachable to an under bed hitch mounting system. 17. The fastening device of claim 16 , wherein the engaging portion is configured to increase or decrease tightening between the locking lug and the receiving member.
