A method of transmitting a broadcast signal includes encoding mobile service data to build a Reed-Solomon (RS) frame according to an RS frame mode, wherein the mobile service data is either a mobile service data of a base layer or a mobile service data of the base layer and at least one enhancement layer, wherein each layer is specified by a layer identifier, wherein a layer identifier value of the base layer is set to 0 and a layer identifier value of the at least one enhancement layer starts from 1; and encoding signaling data, wherein the signaling data includes fast information channel (FIC) data and transmission parameter channel (TPC) data, and the FIC data includes information for rapid mobile service acquisition.

The invention claimed is: 1. A method of transmitting a broadcast signal, the method comprising: encoding service data for FEC (Forward Error Correction); encoding first signaling data for rapid service acquisition; allocating the encoded service data and the encoded first signaling data into a signal frame; and transmitting the broadcast signal including the signal frame, wherein the signal frame includes second signaling data for accessing a service of the service data, wherein the second signaling data includes third signaling data having information for components of the service, wherein the third signaling data includes elements describing streams for indicating different coded versions of same components of the service, and wherein each of the elements includes identification information identifying each of the streams and reference information indicating another stream used to decode the each of the streams. 2. The method of claim 1 , wherein the second signaling data further includes information for signaling a location where the service of the service data is carried. 3. The method of claim 1 , wherein the second signaling data further includes information indicating a name of the service of the service data. 4. An apparatus of transmitting a broadcast signal, the apparatus comprising: a first encoder to encode service data for FEC (Forward Error Correction); a second encoder to encode first signaling data for rapid service acquisition; a transmitter to allocate the encoded service data and the encoded first signaling data into a signal frame and transmit the broadcast signal including the signal frame, wherein the signal frame includes second signaling data for accessing a service of the service data, wherein the second signaling data includes third signaling data having information for components of the service, wherein the third signaling data includes elements describing streams for indicating different coded versions of the same components of the service, and wherein each of the elements includes identification information identifying each of the streams and reference information indicating another stream used to decode the each of the streams. 5. The apparatus of claim 4 , wherein the second signaling data further includes information for signaling a location where the service of the service data is carried. 6. The apparatus of claim 4 , wherein the second signaling data further includes information indicating a name of the service of the service data. 7. An apparatus of receiving a broadcast signal, the apparatus comprising: a tuner that receives the broadcast signal including a signal frame; a signaling information decoder that parses first signaling data from the signal frame and decodes the first signaling data; and a decoder that parses service data from the signal frame and decodes the service data, wherein the signal frame includes second signaling data for accessing a service of the service data, wherein the second signaling data includes third signaling data having information for components of the service, wherein the third signaling data includes elements describing streams for indicating different coded versions of same components of the service, and wherein each of the elements includes identification information identifying each of the streams and reference information indicating another stream used to decode the each of the streams. 8. The apparatus of claim 7 , wherein the second signaling data further includes information for signaling a location where the service of the service data is carried. 9. The apparatus of claim 7 , wherein the second signaling data further includes information indicating a name of the service of the service data.
