Described is a passenger seat that includes a seat bottom assembly ( 201 ) with a forward edge and a rear edge and a seat back assembly ( 101 ) extending up from the rear edge of the seat bottom assembly ( 201 ). The seat back assembly ( 101 ) may include a frame ( 103 ), a plurality of panels ( 104 - 107 ) within a perimeter of the frame ( 103 ), and at least one attachment member ( 161 ) configured to attach the plurality of panels ( 104 - 107 ) to the frame ( 103 ). The seat bottom assembly ( 201 ) may include a frame ( 203 ) and a plurality of panels ( 204,205,206 ) within a perimeter of the frame ( 103 ).

That which is claimed is: 1. A passenger seat comprising: a seat bottom assembly with a forward edge and a rear edge; and a seat back assembly extending up from the rear edge of the seat bottom assembly, wherein: the seat back assembly comprises a frame, a plurality of panels within a perimeter of the frame, and an attachment configured to attach the plurality of panels to the frame; the seat bottom assembly comprises a frame and a plurality of panels within a perimeter of the frame; and the attachment comprises a cross member that extends across a full width of one of the plurality of panels of the seat back assembly. 2. The passenger seat of claim 1 , wherein the attachment comprises an elastic material configured to allow movement of at least one panel of the seat back assembly due to interaction with a passenger seated in the passenger seat. 3. The passenger seat of claim 1 , wherein the plurality of panels of the seat back assembly comprises four distinct panels. 4. The passenger seat of claim 3 , wherein the four distinct panels are stacked in a vertical direction such that each of the four distinct panels extends from an inner edge on a first side of the perimeter of the frame of the seat back assembly to a second side of the perimeter of the frame of the seat back assembly. 5. The passenger seat of claim 3 , wherein each of the four distinct panels is configured to move relative to the frame of the seat back assembly independent of the other three panels. 6. The passenger seat of claim 1 , wherein the seat back assembly comprises a rear support structure. 7. The passenger seat of claim 6 , wherein the rear support structure comprises an “I” shape. 8. The passenger seat of claim 6 , wherein the rear support structure comprises a vertical rear support member that extends from an approximate center of an uppermost panel to an approximate center of a lowermost panel. 9. The passenger seat of claim 8 , wherein the rear support structure comprises at least one support pad attached to the vertical rear support member and to one of the plurality of panels of the seat back assembly. 10. The passenger seat of claim 1 , wherein the seat bottom assembly comprises a main panel, a forward left leg panel, and a forward right leg panel. 11. The passenger seat of claim 10 , wherein an underside of the main panel comprises four support pads. 12. The passenger seat of claim 10 , wherein each leg panel comprises a support pad that extends a majority of a width of each leg panel. 13. A passenger seat comprising: a seat bottom assembly comprising a frame, a main panel adjacent to a rear edge of the seat bottom assembly, and two forward leg panels disposed adjacent to a forward edge of the seat bottom assembly; and a seat back assembly extending up from the rear edge of the seat bottom assembly, wherein: the seat back assembly comprises a frame, a plurality of vertically stacked panels within a perimeter of the frame, a rear support structure comprising an “I” shape, and at least two attachment members for each panel of the seat back assembly where each attachment member is configured to attach the respective panel to the frame. 14. The passenger seat of claim 13 , wherein each of the attachment members comprises an elastic material configured to allow movement of at least one panel of the seat back assembly due to interaction with a passenger seated in the passenger seat. 15. The passenger seat of claim 13 , wherein each of the plurality of vertically stacked panels is configured to move relative to the frame of the seat back assembly independent of the other panels. 16. The passenger seat of claim 13 , wherein the rear support structure comprises a vertical rear support member that extends from an approximate center of an uppermost panel to an approximate center of a lowermost panel. 17. The passenger seat of claim 16 , wherein the rear support structure comprises at least one support pad attached to the vertical rear support member and to one of the plurality of vertically stacked panels. 18. A passenger seat comprising: a seat bottom assembly with a forward edge and a rear edge; and a seat back assembly extending up from the rear edge of the seat bottom assembly, wherein: the seat back assembly comprises a frame, four distinct panels within a perimeter of the frame, and an attachment configured to attach the four distinct panels to the frame; the seat bottom assembly comprises a frame and a plurality of panels within a perimeter of the frame; and the four distinct panels are stacked in a vertical direction such that each of the four distinct panels extends from an inner edge on a first side of the perimeter of the frame of the seat back assembly to a second side of the perimeter of the frame of the seat back assembly. 19. A passenger seat comprising: a seat bottom assembly with a forward edge and a rear edge; and a seat back assembly extending up from the rear edge of the seat bottom assembly, wherein: the seat back assembly comprises a frame, a plurality of panels within a perimeter of the frame, a rear support structure comprising an “I” shape, and an attachment configured to attach the plurality of panels to the frame; and the seat bottom assembly comprises a frame and a plurality of panels within a perimeter of the frame. 20. A passenger seat comprising: a seat bottom assembly with a forward edge and a rear edge; and a seat back assembly extending up from the rear edge of the seat bottom assembly, wherein: the seat back assembly comprises a frame, a plurality of panels within a perimeter of the frame, a rear support structure, and an attachment configured to attach the plurality of panels to the frame; the seat bottom assembly comprises a frame and a plurality of panels within a perimeter of the frame; and the rear support structure comprises a vertical rear support member that extends from an approximate center of an uppermost panel to an approximate center of a lowermost panel.
