An outsert for affixing to a product package includes a base layer, a top layer, and a printed document. The base layer includes a perforated region arranged to be aligned with a tear tape on an outer wrapping of the package. The top layer is arranged on the base layer and has one or more edge regions adhered to the base layer. The printed document is enclosed in an inner volume established between the base layer and top layer. A laminate layer can be disposed in the inner volume between the top layer and the printed document to increase the rigidity of the outsert.

What is claimed is: 1. An outsert for affixing to a product package, the outsert comprising: a base layer having a perforated region configured to be aligned with a tear tape on an outer wrapping of the package when the outsert is affixed to the package; a top layer arranged on the base layer and having one or more edge regions adhered to the base layer; a printed document enclosed in an inner volume established between the base layer and top layer; and a laminate layer disposed in the inner volume, wherein the laminate layer and printed document are positioned in the inner volume such that they are to be lifted away from base layer contemporaneously with tearing of the perforated region of the base layer. 2. The outsert according to claim 1 , wherein the laminate layer is disposed between the top layer and the printed document in the inner volume. 3. The outsert according to claim 2 , wherein the laminate layer at least partially covers the perforated region of the base layer. 4. The outsert according to claim 1 , wherein the perforated region includes at least one perforated line extending completely across the base layer. 5. The outsert according to claim 4 , wherein, upon initial opening of a package having the outsert affixed with the perforated region aligned with the tear tape, the base layer is configured to separate in two portions via the tear tape aligned with the perforated region. 6. The outsert according to claim 1 , wherein the perforated region includes a plurality of parallel perforated lines extending completely across the base layer. 7. The outsert according to claim 1 , wherein the top layer is configured to separate from the base layer when one or more perforated lines of the perforated region are torn. 8. The outsert according to claim 1 , wherein the base layer includes an inner side having a top edge portion and a bottom edge portion and an adhesive provided on at least one of the top edge portion and bottom edge portion for adhering to the top layer. 9. The outsert according to claim 8 , wherein the base layer has an outer side with an adhesive for adhering to the outer wrapping of the package. 10. The outsert according to claim 1 , wherein the base layer has an outer side with a removable liner attached. 11. The outsert according to claim 1 , wherein the top layer has an inner side with an adhesive at a top edge region and a bottom edge region. 12. The outsert according to claim 11 , wherein the perforated region of the base layer is a first perforated region and the top layer includes a second perforated region that overlays the first perforated region of the base layer. 13. The outsert according to claim 12 , wherein the second perforated region includes at least one perforated line. 14. The outsert according to claim 12 , wherein the second perforated region includes a plurality of parallel perforated lines. 15. The outsert according to claim 1 , wherein the printed document at least partially covers the perforated region of the base layer. 16. A cigarette package comprising: an outer wrapping having a tear tape for opening the package; and the outsert according to claim 1 affixed to the outer wrapping. 17. The outsert of claim 1 , wherein the product package is a cigarette pack. 18. A product package, comprising: an outer wrapping provided with an integrated tear tape for opening the package; and an outsert adhered to an outer surface of the outer wrapping, the outsert having a base layer with a perforated region aligned with a tear line of the tear tape and an inner volume accommodating a printed document and a laminate layer, wherein the printed document and the laminate layer are arranged to be lifted away from the base layer contemporaneously with tearing of one or more perforated lines of the perforated region via the tear tape so that the printed document within the inner volume is immediately accessible upon initial opening of the outer wrapping of the package. 19. The product package of claim 18 , wherein the outsert comprises: a top layer arranged on the base layer and having one or more edge regions adhered to the base layer to form the inner volume. 20. The product package of claim 19 , wherein the laminate layer is disposed in the inner volume between the top layer and the printed document. 21. The product package of claim 19 , wherein the perforated region includes at least one perforated line extending completely across the base layer and the product package is a cigarette pack. 22. The product package of claim 19 , wherein the perforated region includes a plurality of parallel perforated lines extending completely across the base layer and the product package is a cigarette pack.
